Russia calls for scrupulous implementation of UN Security Council decisions — Lavrov

Russia is calling on all countries to scrupulously implement resolutions and decisions of the United Nations Security Council demanding that instigation of terrorism be terminated, Russian Foreign Minister Sergey Lavrov said Thursday.

“Terrorism is strengthening ideologically and materially, building its muscles thanks to the linkage with transnational organized crime, is fueled by drug business, seized oil deposits, extremist ideas, including on faith-based and ethnic grounds,” Lavrov said.
“Terrorism gets entwined into the fabric of regional conflicts,” he said at a meeting of the UN Security Council on the agenda item entitled “Threats to international peace and security caused by terrorist acts”.
“ISIL [Islamic State], Jabhat al-Nusra and other terrorist detachments have long ripened in the Middle East. They found additional opportunities for their criminal activity in conditions of weakening state institutions not without participation from outside and due to support on the part of various external sponsors,” Lavrov said.
Gaining momentum, extremist groups “put in jeopardy the future of entire states, which is clearly seen on the examples of Iraq, Syria, Libya; Lebanon, Yemen, Mali and the Central African Republic are endangered,” he said.
“Russia is consecutively speaking for boosting international cooperation to terminate terrorism in all its forms, to abandon double standards, division of terrorists into ‘good’ and ‘bad’ ones,” the Russian top diplomat said.
“All states should scrupulously fulfill UN Security Council decisions, which demand that instigation of terrorism be stopped, illegal oil trade be terminated, impose sanctions upon the Taliban movement and al-Qaeda and ban spread of weapons from Libya,” he said.

“We have supported Security Council resolution 2170 [of August 15] designed to increase the sanctions pressure on terrorists acting in Syria and Iraq,” Lavrov said.
These examples, Lavrov said, “confirm the Security Council’s ability to agree on matters of principled importance, make coordinated decisions based on the UN Charter.”
“After intervention in Iraq, bombardments of Libya, outside support for extremists in Syria, the problem of foreign terrorists-militants fighting in the ranks of terrorist organizations in many countries of the Middle East, Africa, the Afghan-Pakistani border zone seriously intensified,” he said.
“A complex approach covering the financial, administrative, social and ideological components of this problem and ensuring respect for the sovereignty of all states is needed here,” Lavrov concluded.
