The targeting of humanitarian actors, state bodies, once again proves that Azerbaijan is conducting military operations in gross violation of international humanitarian law, including committing serious war crimes.

Azerbaijan continues to violate the European Convention on Human Rights, targeting civilians and settlements.

Prior to the incident, Azerbaijan had used Smerch rocket launchers on civilian targets in the town of Hadrut, injuring three people. This is not the first case of the use of cluster munitions against civilian objects, which is also a gross violation of international humanitarian law.
