ՀՅԴ ԳՄ ՄՈ գրասենյակը դատապարտում է Լանզարոտի կոնվենցիայի վավերացումը

ՀՅԴ Հայաստանի Գերագույն մարմնի Մասնագիտական ոլորտային հանձնախմբերի գրասենյակը խստորեն դատապարտում է ս.թ. մայիսի 11-ն ԱԺ քաղաքական մեծամասնության կողմից Լանզարոտի կոնվենցիայի վավերացման իրողությունը: 

«Սեռական շահագործումից և սեռական բնույթի բռնություններից երեխաների պաշտպանության մասին» ԵԽ կոնվենցիան վավերացվեց առանց հանրային քննարկումների, առանց մասնագիտական` մանկավարժական, իրավաբանական, հոգեբանական հանրույթի կարծիքն ու մոտեցումները հաշվի առնելու, մինչդեռ այն անմիջականորեն վերաբերում է հանրային բացառիկ շահերի, առնչվում ազգային արժեքների հետ:

Վտանգավոր և խիստ վիճահարույց ենթատեքստ պարունակող այս կոնվենցիան առանձնապես ուղղված է մեր հասարակության ապագային՝ երեխաներին:

Կոնվենցիան ինքնին իրավական փաստաթուղթ է՝ հանձնառությունների և պարտավորությունների ստանձնմամբ, որին հաջորդելու են համապատասխան գործողություններ և միջոցառումներ: Չի բացառվում, որ Կրթական և Կանխարգելիչ Միջամտության ծրագրերի քողի ներքո ՏԱՐՐԱԿԱՆ և ՄԻՋՆԱԿԱՐԳ կրթություն ստացող մեր երեխաները՝ սկսած վեց տարեկանից, սեռական «կրթություն» ստանան, ներառվեն իրազեկման և լուսաբանման ծրագրերում, որոնք տարիքային այդ խմբի երեխաների համար կարող են ծանր բարոյահոգեբանական և արժեհամակարգային կորստաբեր հետևանքներ ունենալ:

Մի շարք երկրներում այս Կոնվեցիայի կիրառումը (Ֆինլանդիա, Բելգիա, Նիդեռլանդներ, Պորտուգալիա, Շվեդիա, Նորվեգիա) ոչ միայն չի մեղմել երեխաների նկատմամբ սեռական բռնությունները, այլև իրավիճակի վատթարացման արդյունքներ են արձանագրվել:

Նկատի առնելով այն բոլոր բացահայտ և թաքնված ռիսկերը, հնարավոր հետևանքները, որ պարունակում է Կոնվենցիայի գործադրումը, այն գնահատում ենք որպես ուղիղ սպառնալիք մեր ազգային արժեհամակարգին, ընտանեկան ավանդույթներին, մեր ժողովրդի հոգեբարոյական նկարագրին:

Կոչ ենք անում ընդդիմանալ բացասական հետևանքների հանգեցնող Կոնվենցիայի գործադրման շրջանակներում բոլոր մակարդակներում ձեռնարկվող գործողություններին:

Երեխաների իրավունքների պաշտպանությունն ապահովելու և նրանց հնարավոր բոլոր տեսակի բռնություններից զերծ պահելու համար՝ պահանջում ենք պատկան մարմիններից ու անձանցից կատարելագործել Հայաստանի օրենսդրությունն ու մաքրել երկրի բարոյահոգեբանական և արժեքային դաշտը»:
