Արցախի Հանրապետության ԱԳՆ-ն հայտարարություն է տարածել Ստեփանակերտի բժշկական հաստատություններին կանխամտածված հարվածների վերաբերյալ, որն ամբողջությամբ ներկայացնում ենք ստորև․

«Հոկտեմբերի 28-ին ադրբեջանական զինված ուժերը՝ Թուրքիայի աջակցությամբ, հարված են հասցրել Ստեփանակերտին և Շուշիին: Հերթական անգամ հարվածների թիրախ են դարձել քաղաքացիական օբյեկտները. հարձակման է ենթարկվել բժշկական հաստատությունների համալիրը, այդ թվում՝ Ստեփանակերտի ծննդատունը: Հարվածների արդյունքում խաղաղ բնակչության շրջանում կան տուժածներ: Համալիրի տարածքում գտնվող Հանրապետական բժշկական կենտրոնը Արցախի խոշորագույն առողջապահական հաստատությունն է, որտեղ բուժվել են, այդ թվում, վերջերս վիրավորում ստացած ֆրանսիացի և ռուս լրագրողները, ինչպես նաև՝ ադրբեջանցի ռազմագերիները:

Միջազգային մարդասիրական իրավունքի համաձայն՝ վիրավորներին, հիվանդներին, հաշմանդամներին և ծննդկաններին օգնություն ցուցաբերելու նպատակով կազմակերպված քաղաքացիական հիվանդանոցները ոչ մի պարագայում չեն կարող հարձակման օբյեկտ դառնալ: Բժշկական հաստատությունների վրա կանխամտածված հարձակումները պատերազմական հանցագործություն են: Ստեփանակերտի ծննդատան վրա այսօրվա հարձակումը միջազգային մարդասիրական իրավունքի նկատմամբ ադրբեջանական կողմի աղաղակող անհարգալից վերաբերմունքի հերթական համոզիչ ապացույցն է, ինչը վկայում է, որ իր ռազմաքաղաքական նպատակներին հասնելու համար պաշտոնական Բաքուն պատրաստ է ցանկացած՝ նույնիսկ ամենազազրելի արարքների:

Քաղաքացիական օբյեկտների, մասնավորապես՝ Մարտունիի, Մարտակերտի և Ստեփանակերտի բժշկական հաստատությունների, Շուշիի Սուրբ Ամենափրկիչ եկեղեցու վրա կանխամտածված հարձակումները, ինչպես նաև հայ գերիների ցուցադրական դաժան սպանությունները Արցախի Հանրապետության խաղաղ բնակչության դեմ ուղղված լայնամասշտաբ և կանոնավոր հանցագործությունների շարքի դրվագներ են: Ադրբեջանի կողմից Արցախի ժողովրդի դեմ իրագործվող բռնության ակտերը որևէ արդարացում չունեն և պետք է արժանանան միջազգային խիստ դատապարտման՝ ապագայում դրանց կրկնությունը կանխարգելելու նպատակով:

Ստեփանակերտի բժշկական համալիրի կանխամտածված հրետակոծումը, ըստ էության, դարձավ ադրբեջանական ռազմաքաղաքական ղեկավարության լկտի պատասխանը Ռուսաստանի, Ֆրանսիայի և ԱՄՆ նախագահների խաղաղարար ջանքերին՝ ուղղված ադրբեջանա-ղարաբաղյան հակամարտության գոտում ռազմական գործողությունների դադարեցմանը և լարվածության նվազեցմանը:

Կրկին ընդգծում ենք, որ Արցախի Հանրապետության միջազգային ճանաչումը, ինչպես նաև Ադրբեջանի և նրա ռազմաքաղաքական ղեկավարության դեմ խիստ պատժամիջոցների կիրառումը Ադրբեջանի կողմից իրականացվող մարդկության դեմ ուղղված հանցագործություններին վերջ դնելու օպտիմալ և արդյունավետ ոչ ռազմական միջոցներն են»։
