ՀՀ գլխավոր դատախազությունը նշում է, որ Արցախի Հանրապետության դեմ սանձազերծված պատերազմից պաշտպանության համար ռազմական գործողություններին մասնակցության նպատակով մեծ թվով անձանց տարբեր զինատեսակների և ռազմամթերքի տրամադրումը լուրջ վտանգներ է ստեղծել ռազմական գործողությունների ավարտից հետո դրանց ապօրինի շրջանառության համար: 

«Վերջինիս վկայությունն են Արցախից դեպի Հայաստան ապօրինաբար զենք և ռազմամթերք տեղափոխելու բազմաթիվ դեպքերը, դրանցով հարուցված մի քանի տասնյակ քրեական գործերը։

Ռազմական գործողությունների ավարտից հետո Հայաստանի Հանրապետությունում տեղի ունեցող իրադարձությունները, դրանց հետ կապված հանցագործությունները, հրապարակային ելույթներում, այդ թվում նաև 2020թ դեկտեմբերի 5-ին Երևան քաղաքի Ազատության հրապարակում կազմակերպված հավաքում հնչեցված՝ որոշակի գործողություների անխուսափելիության կամ թույլատրելիության մասին դիրքորոշումներով համեմված հայտարարությունները, ստեղծում են զենքի ապօրինի գործադրմամբ հանցավոր դրսևորումների ռիսկեր և դրանով պայմանավորված՝ քաղաքացիների, այդ թվում նաև զանգվածային հավաքներին մասնակցող,  կյանքի և առողջության պաշտպանությանը, հասարակական կարգին սպառնացող վտանգներ:       

Ելնելով վերոգրյալից՝ ՀՀ գլխավոր դատախազ Արթուր Դավթյանն այսօր գրություններ է հասցեագրել ՀՀ ազգային անվտանգության ծառայության տնօրենին և ՀՀ ոստիկանության պետին՝ անհապաղ ձեռնարկելու անհրաժեշտ օպերատիվ-հետախուզական միջոցառումներ զենքի ապօրինի շրջանառության դեպքերը, դրանց գործադրմամբ, ինչպես նաև հնարավոր նախապատրաստվող՝ բռնությամբ զուգորդված հանցագործությունները նախականխելու, կանխելու և բացահայտելու, այդ ուղղությամբ իրականացվող աշխատանքներն ակտիվացնելու ուղղությամբ։

Միևնույն ժամանակ, կրկին ՀՀ քաղաքացիներին կոչ ենք անում զերծ մնալ վերոնշյալ հանցավոր հնարավոր դրսևորումներից, բռնություններով կամ բռնության գործադրման կոչերով զուգորդվող գործողությունների դիմելուց կամ դրանցում ներգրավվելուց: Հակառակ դեպքում հանցավոր արարքներ կատարող բոլոր անձինք օրենքի ողջ խստությամբ կենթարկվեն քրեական պատասխանատվության»,- ասված է հաղորդագրության մեջ:
