Արդարադատության նախարարության «Օրենսդրության զարգացման և իրավական հետազոտություների կենտրոն» հիմնադրամի կողմից դեկտեմբերի 11-ից 12-ը կազմակերպվել էր «Գործարար միջավայրի բարելավման արդի մարտահրավերները դատաիրավական բարեփոխումների ներքո» խորագրով երկօրյա աշխատաժողով։

Վերջինին մասնակցել են պետական և մասնավոր ոլորտի ներկայացուցիչներ, մասնավորապես՝ արդարադատության նախարար Ռուստամ Բադասյանը, ԱԺ պատգամավորներ Սուրեն Գրիգորյանն ու Եղիշե Սողոմոնյանը, ներկայացուցիչներ՝ Էկոնոմիկայի, Ֆինանսների, Բարձր տեխնոլոգիական արդյունաբերության նախարարություններից, Կենտրոնական բանկից, Պետական եկամուտների կոմիտեից, Բանկերի միությունից,  առևտրային բանկերից, խորհրդատվական ընկերություններից, հասարակական կազմակերպություններից, ինչպես նաև ոլորտային փորձագետներ ու իրավաբան-գիտնականներ։

Աշխատաժողովին բացման խոսքով հանդես է եկել արդարադատության նախարար Ռուստամ Բադասյանը՝ նշելով, որ դատաիրավական բարեփոխումների ներքո մինչև այժմ քննարկված ու իրականացված հիմնական օրակարգային հարցերը շոշափել են հանրային ոլորտի թեմաներ, ուստի այս համատեքստում կարևորվում է մասնավոր ոլորտի, գործարար միջավայրի բարելավմանը ուղղված հարցերի քննարկումը, որոնք ներառված են աշխատաժողովի օրակարգում:

«Օրենսդրության զարգացման և իրավական հետազոտություների կենտրոն» հիմնադրամի տնօրեն Տ. Դադունցը ներկայացրել է աշխատաժողովի ընթացքում քննարկվելիք թեմաների շրջանակը` կորպորատիվ և արբիտրաժի ոլորտների բարեփոխումներ, էլեկտրոնային պայմանագրերի դաշտի բարելավում և կրիպտոակտիվների իրավական կարգավիճակի հստակեցման ուղղությունները։

Կորպորատիվ ոլորտում նախատեսվող փոփոխությունների շրջանակում քննարկվել են աշխատակիցերի բաժնետիրացման, բաժնետոմսերի համախմբան (կոնսոլիդացիայի), բաժնետոմսերի դասակարգման կառուցակարգերի վերանայման, բաժնետոմսերի պարտադիր գման և վաճառքի պահանջի վերաբերյալ կարգավորումների ներդրման, կորպորատիվ կառավարման մարմինների իրավասությունների արդյունավետ տարանջատման և բաժնետիրական ընկերությունների մասին օրենսդրական դաշտի արդիականացմանն ուղղված մի շարք հարցեր։

Արբիտրաժի ոլորտի բարեփոխումների շրջանակներում քննարկվել են ոլորտի օրենսդրության վերանայման հիմնական ուղղությունները, ինչպես նաև Հայաստանում արբիտրաժային նոր կենտրոն ստեղծելու ուղղությամբ տարվող աշխատանքները: Ներկայացվել են արբիտրաժային նոր կենտրոնի ստեղծման ամփոփ օրակարգը՝ կազմակերպաիրավական ձև, ֆինանսավորում, կառուցվածք, արբիտրաժային կանոններ, արբիտրների (այդ թվում` միջազգային) ներգրավման ուղիներ, վճարներ, այլ երաշխիքներ:

Անդրադարձ է եղել նաև էլեկտրոնային պայմանագրերի իրավական կարգավորումների արդիականացման և կրիպտոարժույթների իրավական կարգավիճակի հստակեցման ու կանոնակարգումների նախատեսման անհրաժեշտության հարցերին:

Օրակարգային հարցերի շուրջ ծավալվել են քննարկումներ և բանավեճեր աշխատաժողովի հյուրերի և բանախոսների մասնակցությամբ, որոնց ժամանակ հնչած առաջարկությունները և դիտարկումները հիմք կհանդիսանան բարեփոխումների իրականացման և քննարկված փաստաթղթերի լրամշակման համար` մինչև դրանց սահմանված կարգով շրջանառությունը:
