ՀՀ ազգային անվտանգության ծառայության Պետական պահպանության ծառայությունը վարչապետին ենթակա մարմին դարձնելու նախագիծն ունի մեկ նպատակ, որպեսզի Նիկոլ Փաշինյանն ունենա անմիջական հսկողություն պետական պահպանության ծառայության նկատմամբ եւ ունենա «իր անձնական զորքը»։ Այս մասին այսօր՝ մարտի 5-ին, լրագրողների հետ զրույցում ասաց ԱԱԾ նախկին տնօրեն, «Հայրենիք» կուսակցության ղեկավար Արթուր Վանեցյանը։

«Արա Սաղաթելյանի  ձերբակալումը որոշակի  առումով նաև ունեցավ «դրական» մի կողմ, որովհետև շատ շատերը, ովքեր չէին ճանաչում Արա Սաղաթելյանին որպես Ադրբեջանի դեմ հակաքարոզչություն իրականցնող մարդու՝ շատ շատերը ճանաչեցին և տեսան, թե պարոն Սաղաթելյանը ինչքան աշխատանքների հեղինակ է, որոնք ջարդում են ադրբեջանական պրոպագանդայի հիմնական թեզերը։

 Պարոն Սաղաթելյանը իր գործունեության ընթացքում եղել է այն մարդկանցից, որոնք գտնվել են ադրբեջանական հատուկ ծառայությունների, ադրբեջանական մեդիա դաշտի և Ադրբեջանի նախագահի աշխատակազմի ուշադրության կենտրոնում՝ վատ առումով, որովհետև նրա գործունեության արդյունքում փլուզվել են ադրբեջանական քարոզչամեքենայի շատ-շատ  թեզեր և դրա մասին վկայում են բազմաթիվ աշխատանքներ և այսօր ինչ կատարվում է մեր երկրում հիմք է տալիս մեզ ենթադրելու, որ Արա Սաղաթելյանին հնարավոր է նաև  ձերբակալել են, որպեսզի, կոպիտ ասած, հաճոյանան ադրբեջանական իշխանություններին։ Չունենք նման փաստեր, բայց այն երևույթները, որոնք տեղի են ունենում, եթե վերլուծում ես նման ենթադրություն կարելի է անել»,- նշեց Վանեցյանը։

 «Ֆեյք օգտատերեր որսալը  նախ ԱԱԾ գործառույթի մեջ չի մտնում և երկրորդը անանուն հանդես գալը և մտքեր արտահայտելը մարդու իրավունքների  հիմնարար սկզբունքներից է, որը խախտել ուղղակի չի կարելի, եթե գրառումների մեջ չկան հստակ տարրեր, որոնք կպարունակեն հանցակազմ. ուղղակի որսալ ֆեյք օգտատերերի կամ ցանկացած որևէ մեկին, որը գրում է մտքեր, որոնք հաճո չեն իշխանության ականջին, դեպի  բռնատիրություն տանող առաջին քայլերից է»,-հավելեց Վանեցյանը 

Նշենք, որ ԱԱԾ-ն իրավական ակտերի նախագծերի հրապարակման միասնական կայքում  քննարկման է դրել նախագիծ, որով առաջարկվում է «Հատուկ պետական պաշտպանության ենթակա անձանց անվտանգության ապահովման մասին» Հայաստանի Հանրապետության օրենքում փոփոխություններ եւ լրացումներ  կատարել եւ  Պետական պահպանության ծառայությունն առանձնացնել ԱԱԾ-ից եւ դարձնել վարչապետին ենթակա մարմին:
