ՀՀ ազգային ժողովը չընդունեց «Հայաստան» խմբակցության պատգամավորների ներկայացրած օրենքի նախագիծը, որով առաջարկվում է քրեականացել Հայաստանի ինքնիշխանության և տարածքային ամբողջականության  դեմ ուղղված որևէ արտահայտություն։

Քրեական օրենսգրքում լրացում կատարելու մասին և Քրեական դատավարության օրենսգրքում լրացում կատարելու մասին օրենքների նախագծերի փաթեթն ԱԺ նիստում քվեարկությամբ ստացավ 30 կողմ, 63 դեմ, 1 ձեռնպահ ձայներ

Ընդդիմադիր պատգամավորները, մասնավորապես, առաջարկում էին  քրեականացնել Հայաստանի Հանրապետության տարածքի կամ դրա մասի նկատմամբ Սահմանադրությամբ չնախատեսված եղանակով Հայաստանի Հանրապետության ինքնիշխանությունից հրաժարվելուն կամ այն սահմանափակելուն ուղղված հրապարակային արտահայտությունները, նշված հանցանքի կատարումը հրապարակայնորեն արդարացնելը կամ քարոզելը: Բացի այդ, առաջարկվում էր քրեականացնել Հայաստանի Հանրապետության տարածքի կամ դրա մասի՝ Հայաստանի Հանրապետությանը պատկանելիությունը կասկածի տակ դնելը կամ հերքելը, նշված հանցանքի կատարումը հրապարակայնորեն արդարացնելը կամ քարոզելը:

Նախագծի համահեղինակ Արամ Վարդևանյանի համոզմամբ՝ նախագիծը լինելու էր Հայաստանի տարածքից դուրս գտնվող մարդկանց իրապես հետապնդելու ու նրանց կողմից թույլ տրվող արտահայտությունները անհետևանք չթողնելու մասին:

«Քաղաքացիական պայմանագիր» խմբակցությունը դեմ էր նախագծին, պատգամավոր Վլադիմիր Վարդանյանը, մասնավորապես, կարծիք էր հայտնել, որ նախագիծը 0 արտաքին քաղաքական նպատակ ունի: ՔՊ խմբակցության ղեկավար Հայկ Կոնջորյանն էլ կարծիք էր հայտնել, որ նախագծի մեջ թաքնված են լրիվ այլ նպատակներ: Քվեարկությունից առաջ Կոնջորյանը հայտարարեց, որ ՔՊ-ն դեմ է քվեարկելու նախագծին:
