ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարար Ժաննա Անդրեասյանի նախագահությամբ տեղի է ունեցել ՀՀ կրթության տեսչական մարմնի կառավարման խորհրդի հերթական նիստը:

Նիստին ներկա է եղել նաև ԿԳՄՍ նախարարի տեղակալ Արաքսիա Սվաջյանը:

Նիստի օրակարգում Կրթության տեսչական մարմնի 2024 թվականի գործունեության և ստուգումների տարեկան ծրագրերի ներկայացումն էր:

Կրթության տեսչական մարմնի ղեկավար Վաղարշակ Մատիկյանը ներկայացրել է 2024 թվականին նախատեսվող աշխատանքները` նշելով, որ նախատեսվում է իրականացվել 130 ստուգում, որից 6-ը՝ նախադպրոցական, 112-ը՝ հանրակրթական, 12-ը՝ նախնական և միջին մասնագիտական ուսումնական հաստատություններում։ Այս ուսումնական հաստատություններից 111-ում ստուգումներ իրականացվելու են առաջին անգամ: Ըստ Մատիկյանի՝ ստուգումների ծրագիրը կազմվել է ռիսկերի մեթոդաբանության հիման վրա:

Նախարար Ժաննա Անդրեասյանը հետաքրքրվել է՝ արդյոք ստուգումների ռիսկայնության գնահատման համար սահմանված չափանիշները բխում են հանրակրթության խնդիրներից՝ առաջարկելով վերանայել օբյեկտիվ ցուցանիշները. «Ռիսկայնությունը գնահատելու նպատակով պետք է իրավիճակն ամբողջությամբ պատկերացնել, ինչը ենթադրում է մեթոդաբանության վերանայում: ԿԳՄՍ նախարարությունը ևս բազմաթիվ բողոքներ է ստանում տարբեր ուսումնական հաստատություններից: Պետք է կազմվի նախարարությանը և տեսչական մարմնին ուղղված բողոքների և տեղեկատվության վիճակագրություն, համադրվի և ուղղվի տեսչական մարմնին՝ որպես խնդրի հասցեատիրոջ: Կարևոր է գնահատումն անել ամբողջական տեղեկատվության հիման վրա, որպեսզի տեսչական մարմնի ռեսուրսն ավելի արդյունավետ օգտագործվի»: 

ՀՀ կրթության տեսչական մարմնի ղեկավար Վաղարշակ Մատիկյանն անդրադարձել է նաև ուսումնական հաստատություններում կատարված խախտումներին, դրանց ուղղված աշխատանքներին, ընթացիկ տարվա ձեռքբերումներին և նախատեսվող աշխատանքներին: Մասնավորապես նշվել է, որ 2023 թվականին պլանավորված վերահսկողական, ինչպես նաև կանխարգելիչ և իրազեկման աշխատանքներն ամբողջությամբ իրականացվել են՝ ներառելով ծնողներին, մանկավարժներին և ՏԻՄ աշխատակիցներին: 16 դպրոցում հաջողությամբ իրականացվել է տեսչական մարմնի պատվիրակած «Աջակցություն ուսուցման կազմակերպությանը» ծրագիրը, մշակվել են ՀՀ կրթության բնագավառի պետական վերահսկողության հայեցակարգ, նախադպրոցական ուսումնական հաստատության ներքին գնահատման ձևաթուղթ, մեկնարկել են տվյալների թվայնացման աշխատանքները և այլն:

Նիստի ընթացքում ներկայացվել են նաև 2024 թվականի նոր նախաձեռնությունները. կամբողջացվի ռիսկերի գնահատման թվայնացման գործիքակազմը, որը կնպաստի նաև վերահսկողական գործառույթների արդյունավետության բարձրացմանը: Նախատեսվում է քոլեջներում «Աջակցություն ուսուցման կազմակերպությանը» ծրագրի հայեցակարգի մշակում և իրականացում՝ «Ձեռներեցություն», այնուհետ «Հաղորդակցություն» առարկաների համար:

Նիստի ընթացքում հաստատվել են Կրթության տեսչական մարմնի 2024 թվականի գործունեության և ստուգումների տարեկան ծրագրերը:

Ձեռք է բերվել պայմանավորվածություն՝ առաջիկայում կայանալիք հանդիպման ընթացքում դրանց վերաբերյալ ներկայացնել առաջարկներ:
