Մենք իսկապես հավատում ենք, որ կա խաղաղության պայմանագիր կնքելու պատմական հնարավորություն, և մենք չպետք է բաց թողնենք այս հնարավորությունը։ Խաղաղության պայմանագրի տեքստում զգալի առաջընթաց է գրանցվել, սակայն դեռևս մի քանի չլուծված խնդիրներ կան։ Այս մասին գերմանական Berliner Zeitung թերթին տված հարցազրույցում ասել է Ադրբեջանի նախագահի օգնական Հիքմեթ Հաջիևը։

«Ղարաբաղի հարցն ամբողջությամբ հանված է օրակարգից։ Այս պահին խաղաղության պայմանագրի կնքման համար լուրջ խոչընդոտներ չենք տեսնում։ Մենք այժմ ականատես ենք լինում երկու երկրների հարաբերություններում վերջին երեսուն տարիների ընթացքում ամենահանդարտ օրերին»,– ասել է նա և հավելել․ «Վերջերս Սանկտ Պետերբուրգում տեղի ունեցած Ադրբեջանի նախագահի և Հայաստանի վարչապետի ոչ պաշտոնական հանդիպումը նույնպես դրական ընթացք ունեցավ։ Սակայն կոնկրետ ժամկետների մասին դեռ դժվար է խոսել, քանի որ գործընթացն ավարտին հասցնելու համար անհրաժեշտ են հետագա բանակցություններ Հայաստանի և Ադրբեջանի միջև»։ 

Հաջիևի խոսքով՝ սահմանների սահմանազատումը տեխնիկական և երկարատև գործընթաց է, մինչդեռ խաղաղության պայմանագրի կնքումը մեծ ջանքեր չի պահանջում և հիմնված է միջպետական ​​հարաբերություններում միջազգային իրավունքի նորմերի ու սկզբունքների փոխադարձ ընդունման վրա։

«Մեր կարծիքով, խաղաղության պայմանագիրը չպետք է պատանդ լինի սահմանների սահմանազատմանը»,– ասել է ադրբեջանցի պաշտոնյան։

Նա նշել է, որ «խաղաղության համաձայնագրի և սահմանի սահմանազատման և սահմանագծման շուրջ բանակցությունները շարունակվում են զուգահեռաբար, դրանք ընթանում են երկու տարբեր ձևաչափերով»։
