«Ժողովուրդ» օրաթերթը գրում է․ «2024 թվականի հունվարի 19-ին ՀՀ արդարադատության նախարարությունը «ՎԻ ԻՔՍ ՍՈՖԹ» ՍՊԸ-ի հետ պայմանագիր է կնքել, որի արժեքը կազմել է 27 մլն 936 հազար դրամ։ Պայմանագրի գնման առարկան իրական շահառուների հայտարարագրման եւ առցանց ծառայությունների մատուցման, էլեկտրոնային համակարգերի սպասարկման ծառայություններն են։ Պայմանագրի մատուցման ժամկետը մինչեւ 2025 թվականի դեկտեմբերի 25-ն է։ «ՎԻ ԻՔՍ ՍՈՖԹ» ՍՊԸ-ի հետ նախարարությունը սկսել է պայմանագրեր կնքել սկսած 2018 թվականի ապրիլից. մինչեւ այսօր գերատեսչության հետ կնքվել է 21 պայմանագիր, որից 16-ը՝ մեկ անձից գնման կասկածահարույց ընթացակարգով:

2013 թվականին ստեղծված «ՎԻ ԻՔՍ ՍՈՖԹ» ՍՊԸ-ի 80% բաժնեմասը, ըստ ՀՀ արդարադատության նախարարության իրավաբանական անձանց պետական ռեգիստրի համակարգի, պատկանում է Ագնեսա Մանուկյանին, որը ընկերության հիմնադիր-տնօրեն Վահագն Մխիթարյանի կինն է: Այս ընկերությունը պայմանագրեր է կնքել նաեւ այլ գերատեսչությունների, նաեւ համայնքապետարանների հետ։

2018 թվականի տարեվերջից ընկերությունը միլիոնավոր դրամների շուրջ 315 պայմանագիր է կնքել տարբեր գերատեսչությունների հետ, որից մոտավորապես 240-ը՝ մեկ անձից, ոչ մրցութային ընթացակարգերով: Մեկ անձից գնումների միջոցով չարաշահումները Հայաստանում կարծես արմատավորվում են։

Հիշենք, թե ինչպես Էկոնոմիկայի նախարարության գնումների գործընթացներում կոռուպցիոն ռիսկերի կասկածով ձերբակալվեցին փոխնախարար Անի Իսպիրյանը եւ ՀՀ ԱԺ նախագահի եղբոր կինը, հետագայում նաեւ նախկին նախարար Վահան Քերոբյանը. նրանք այժմ տնային կալանքի տակ են։ Հարցական է մնում միայն, թե գնման ընթացակարգերի միջոցով հնարամիտ եղանակով գումարների հափշտակում իրականացնող ընկերությունների չարաշահումները բացահայտող գործընթացներ կա՞ն, թե՞ ոչ։

Ավելի ուշ Փաշինյանը այս մասին նշել է. «Իհարկե, սա օբյեկտիվ ֆորսմաժորային իրավիճակների հետ է կապված լինում, բայց նաեւ ուղիղ գնումների դեպքում միշտ վստահ չենք լինում, թե ինչքանով արդյունավետ գին տվեցինք այդ ծառայության համար»: Իհարկե, պատճառաբանություններ միշտ կգտնվեն, սակայն սա միակ դեպքը չէ, երբ պետական համակարգում գնումներ են կատարվում մեկ անձից, եւ ամեն անգամ ֆորսմաժորային իրավիճակին հղում անելն իրականում հարցի լուծում չէ»:
