Արցախի արտաքին գործերի նախարարությունը երկրում տեղի ունեցած համապետական ընտրությունների վերաբերյալ հանդես է եկել հայտարարությամբ, որն ամբողջությամբ ներկայացնում ենք ստորև.

«2020թ. մարտի 31-ին, համաձայն 2017թ. համաժողովրդական հանրաքվեով ընդունված Սահմանադրության, Արցախի Հանրապետությունում միաժամանակ կայացել են հերթական՝ վեցերորդ նախագահական և յոթերորդ խորհրդարանական ընտրությունները։

Հանրապետության իշխանությունների կողմից ստեղծվել են բոլոր անհրաժեշտ պայմանները, որպեսզի կայանան մրցակցային, ազատ և միջազգային չափանիշներին համապատասխանող ընտրություններ: Արցախում կայանալիք ընտրություններն աննախադեպ ուշադրություն են գրավել. ավելի քան 140 միջազգային դիտորդ և շուրջ 40 օտարերկրյա լրագրող՝ 38 երկրներից, պատրաստակամություն են հայտնել մասնակցել ընտրություններին։ Ցավոք, նոր տիպի կորոնավիրուսի (COVID-19) վարակի տարածմամբ պայմանավորված տարբեր երկրների կողմից ձեռնարկվող կանխարգելիչ միջոցառումների, այդ թվում՝ ճամփորդության սահմանափակումների պատճառով հնարավոր չեղավ ապահովել միջազգային դիտորդների և օտարերկրյա լրագրողների մասնակցությունը։ Խորին երախտագիտություն ենք հայտնում բոլոր միջազգային դիտորդներին, ովքեր պատրաստակամություն են հայտնել՝ իրենց մասնակցությամբ սատարելու Արցախում այս կարևոր ժողովրդավարական գործընթացին։ Միևնույն ժամանակ, հարկ է նշել, որ ընտրություններին դիտորդական առաքելությամբ մասնակցել են Արցախից և Հայաստանից ոչ կառավարական կազմակերպությունների շուրջ 950 ներկայացուցիչներ։

Ընտրություններն անցել են հանգիստ մթնոլորտում՝ ընտրողների ակտիվ մասնակցությամբ: Քվեարկությանը մասնակցել է ընտրողների ընդհանուր թվի 72,2 տոկոսը: Ըստ Արցախի Հանրապետության ԿԸՀ նախնական տվյալների՝ Ազգային ժողով են անցել 5 քաղաքական ուժեր։ Հարկ է նշել, որ պատգամավորական մանդատների համար պայքարել են 10 քաղաքական կուսակցություն և 2 կուսակցությունների դաշինք: Քանի որ, որ նախագահի թեկնածուներից ոչ մեկը չի հավաքել ձայների ավելի քան 50%-ը, նշանակվել է նախագահական ընտրությունների երկրորդ փուլ, որը տեղի կունենա օրենքով սահմանված ժամկետներում:

Քաղաքական բազմակարծության և թափանցիկ պայմաններում կայացած ընտրությունները հերթական անգամ ի ցույց դրեցին Արցախի Հանրապետության իշխանությունների վճռականությունը՝ ժողովրդավարական սկզբունքների հիման վրա հանրային կյանքի արդյունավետ կազմակերպման, պետական ինստիտուտների հետևողական կատարելագործման և հանրային վերահսկողության արդյունավետ մեխանիզմների ապահովման հարցում։

Համոզված ենք, որ ժողովրդավարական ավանդույթների ամրապնդումը և դրանց տարածումը ողջ Հարավային Կովկասում կարևոր ներդրում կդառնա տարածաշրջանում խաղաղության, կայունության և կանխատեսելիության ապահովման գործում, ինչպես նաև անհրաժեշտ պայմաններ կստեղծի ադրբեջանա-ղարաբաղյան հակամարտության վերջնական կարգավորման համար՝ բացառապես խաղաղ միջոցներով:

Արցախի Հանրապետության իշխանությունների և ժողովրդի հետևողական ջանքերը պետք է աջակցություն ստանան միջազգային հանրության կողմից, քանզի ժողովրդավարության, մարդու իրավունքների և օրենքի գերակայության ամրապնդումը համընդհանուր բնույթ է կրում և հետևաբար հանդիսանում է ողջ համաշխարհային հանրության կոլեկտիվ պատասխանատվությունը։ Այս ճանապարհին արհեստական խոչընդոտների ստեղծումը մարդու իրավունքների պաշտպանության ոլորտում հիմնարար միջազգային փաստաթղթերի դրույթների խախտում է»:
