Երեկ հայտնի դարձավ, որ ճանապարհային ոստիկանությունն այսուհետ կիրականացնի նաև ծածուկ ծառայություն, որը միտված է ճանապարհային երթևեկության անվտանգության ապահովման, ճանապարհային երթևեկության կանոնները խախտող վարորդների հայտնաբերման աշխատանքներն առավել արդյունավետ դարձնելուն: Թե որքանով նման փոփոխությունը կնպաստի կարգ ու կանոնի հաստատմանը, ԼՈՒՐԵՐ.com-ի թղթակիցը փորձեց պարզել Ոստիկանության պետին կից հասարակական խորհրդի անդամ, «Վարորդի ընկեր» հ/կ անդամ Սերգեյ Ղահրամանյանից:

«Որքան էլ որոշումը մեր սրտով չէ կամ չի համապատասխանում մեր պատկերացումներին, այնուամենայնիվ, որպես հիմք ծածուկ ծառայության իրավական փաստաթղթի՝ ծառայում է ՀՀ կառավարության կողմից 2006 թվականին կայացրած որոշումը, այսինքն՝ դա նորություն չէ և տասը տարուց ավելի կա համապատասխան փաստաթուղթը, որտեղ ամրագրված են նաև ծածուկ ծառայության առանձնահատկություները: Ըստ այդմ՝ ծածուկ ծառայությունը կիրականացնեն ճանապարհային ոստիկանները, որոնց մեքենաները չեն ունենա գունագրաֆիկ երանգավորում, թեև ոստիկանները կլինեն համազգեստով»,-ասաց նա:

Նա նաև նշեց, որ ծառայությունն իրականացնելու համար հավելյալ ուժեր չեն ներգրավվելու կամ կենտրոնացվելու:

Դիտարկմանը, թե 2006 թվականից առկա որոշումը ինչու է հիմա կիրառվում և կա արդյոք դրա կարիքը, նա պատասխանեց. «Կարծում եմ՝ կա, քանի որ դրա ներդրմամբ վարորդներն ավելի զգոն կլինեն: Վարորդների մի մասն անընդհատ խախտումներ է անում՝ ելնելով այն հանգամանքից, որ ճանապարհի որևէ հատվածում չկա տեսախցիկ կամ ճանապարհային ոստիկանի մեքենա, այսինքն՝ նրանք միտումնավոր խախտումներ են անում: Այս գործիքակազմով խնդիրը կլուծվի, քանի որ ոստիկանի ներկայությունն ամենուր սպասելի է, նրանք ցանկացած պահի կարող են հայտնվել»:

Մեր զրուցակիցն ընդգծեց, որ իրավախախտումներ թույլ չտվող վարորդների համար այս փոփոխությունը ոչինչ չի նշանակում, քանի որ նրանք օրինապահ են և նրաց համար ոստիկանի ներկայությունը ոչինչ չի որոշում:

«Ցավոք, այսօր իրավախախտումների պատկերը խիստ մտահոգիչ է: Համեմատության համար կարող եմ ասել, որ նախորդ տարվա մարտ ամսվա համեմատ՝ այս տարվա նույն ամսում զոհերի թվի աճ կա: Եվ սա այն դեպքում, երբ մարտ ամսվա կեսից ավելին արտակարգ դրության ամենախիստ ընթացքն էր, ու երթևեկություն գրեթե չկար»,-նշեց նա:

Ղահրամանյանի կարծիքով՝ այդ ընթացքում վթարներն ավելացել են նաև այն պատճառով, որ ճանապարհային ոստիկաններնը, արտակարգ դրությամբ պայմանավորված, զբաղված են եղել այլ գործառույթներով:
