Ստորև ձեզ առաջարկում եմ մի գլուխկոտրուկ, եթե կարող եք օգնել ինձ հասկանալ ինչ է կատարվում, շատ շնորհակալ կլինեմ: Կարծում եմ` սա լավագույնս է ցույց տալիս ՀՀ կառավարության դեմքը, պրոֆեսիոնալիզմը ու աշխատանք կատարելու ունակությունը:

1) Եվ ուրեմն` ի պատասխան Analitik.am-ի հարցման`ՀՀ ԱԱԾ-ից տեղեկացրել են, որ 2018 թվականի մայիսից մինչև 2020 թվականի մարտ ՀՀ ԱԱԾ քննչական դեպարտամենտում ԿՈՌՈՒՊՑԻՈՆ հանցագործություններով քննվող քրեական գործերով պետությանը պատճառված վնասից վերականգնվել է մոտ 26 միլիարդ ՀՀ դրամ։

2) ՀՀ գլխավոր դատախազության 2019 թվականի տարեկան հաղորդման մեջ ԱԱԾ ամբողջությամբ վերականգնվել է պետությանը պատճառված 969 միլիոն ՀՀ դրամի չափով վնասը, իսկ 2018 թվականին շուրջ 4 միլիարդ 374 միլիոն դրամ: Այսինքն` ԱԱԾ ամբողջ վերականգնածը երկու տարվա մեջ մոտ 5.5 միլիարդ է: Ամենահուզիչը այն է, որ սա ԲՈԼՈՐ հանցագործություններով վերականգնած գումարն է, ոչ թե միայն կոռուպցիոնը։ Այսինքն` ԱԱԾ-ի վերականգնված 26 մլրդ գումարը պետք է ներառված լիներ այս ....... 5,5 միլիարդի մեջ։

Հիմա ՈՒՇԱԴՐՈՒԹՅՈՒՆ` Ըստ գլխավոր դատախազության` երկու տարվա ընթացքում միայն ԿՈՌՈՒՊՑԻՈՆ հանցագործություններով պատճառված վնասը ԸՆԴԱՄԵՆԸ 5 միլիարդ է: 2018 թվականին` 4, իսկ 2019 թվականին` 1 միլիարդ:
Բա ԱԱԾ՝ միայն կոռուպցիոն հանցագործություններով վերականգնված 26 միլիարդ վնասը ու՞ր մնաց:

3 ) Կառավարության ծրագրի կատարողական /2019/

ՀՀ կառավարության ծրագրի կատարողականում 2019 թվականի համար նշված է, որ ՀՀ ԱԱԾ քննչական դեպարտամենտի վարույթում գտնվող քրեական գործերից 24%- ն են եղել կոռուպցիոն գործունեության դեմ ուղղված քրեական գործեր և ՀՀ ԱԱԾ-ի հարուցած քրեական գործերով (բոլոր) պետությանը պատճառված վնասից վերականգնվել է 3.9 մլրդ դրամ: Գլխավոր Դատախազությունը նույն ժամանակահատվածի համար ասել էր 969 մլն դրամ....

Խնդրում եմ ուշադրություն դարձնել, որ խոսքը բոլոր հանցագործությունների գծով վերականգնված ընդհանուր գումարի մասին է, ոչ թե միայն կոռուպցիոն հանցագործությունների: Այդ գումարի քանի տոկոսն է կոռուպցիոն հանցանքներինը պարզ չէ: Ակնհայտ է` եթե անգամ միայն ԱԱԾ-ն է կոռուպցիոնով գործ արել, ապա ըստ գլխավոր դատախազության այն 1 միլիարդից ավել չի կարող լինել:

Կառավարության ծրագրի կատարողական /2018/
2018 թվականի հունիս - դեկտեմբեր ամիսների համար հայրենի կառավարությունը ԲՈԼՈՐ իրավասու մարմինների վերականգնած վնասը համարել է 22.5 միլիարդ: Ինչքան է եղել կոռուպցիոնը, ՀՀ կառավարությունը չի գրել, բայց դա գրել է Գլխավոր դատախազությունը` 4 միլիարդ:

Եվ նորից ծագում է նույն հարցը` բա ԱԱԾ՝ միայն կոռուպցիոն հանցագործություններով վերականգնված 26 միլիարդ վնասը ու՞ր մնաց:

Հ.Գ. Կներեք, իհարկե, որ չեմ ալարել ու համադրել եմ այս ամենը։ Հույսը հավանաբար այն էր, որ ոչ մեկ չի կարդա ու համադրի այս ամբողջը։ Կարծում եմ՝ իրականությունը այն է, որ գլխավոր դատախազության թվերն են ճշմարիտ ու ոչ թե այն պատճառով, որ ես իրենց եմ վստահում, այլ պարզապես նրանք նույն կարգով տարիներ շարունակ անում են համակարգման նույն գործառույթը եւ իրավապահները նրանց փոխանցում են ճիշտ տեղեկատվություն։ Մյուս մասը հեքիաթի ու ժողովրդին հերթական հաճելի սուտը մատուցելու ժանրից է։ Թիվ է՝ օդում կրակվել է էլի:
Հ.Գ. 2 Միակ անընդհատ աճող թիվը պարգևավճարների թիվն է: Երկու տարվա ընթացքում այս իշխանությունը տվել է շուրջ 52 միլիարդ դրամ պարգևավճար, որի առյուծի բաժինը` 2019 թվականին»:
