Այսօրվանից ուժի մեջ են մտնում մի շարք փոփոխություններ արտակարգ դրության ընթացքում կիրառվող սահմանափակումներում: Ըստ էության բազմաթիվ սահմանափակումներ հանվում են, և դա տեղի է ունենում մի իրավիճակում, երբ Հայաստանն առաջ անցավ հարեւան Իրանից մեկ միլիոն բնակչության հաշվով վարակվածների թվի քանակով: Կարող ենք փաստել, որ 2 ամիս բնակչության համար ստեղծված, մեղմ ասած, անհարմարությունները ապարդյուն էին, իսկ վարակի տարածման կանխարգելման աշխատանքը՝ տապալված: Ի՞նչ ունեցանք արդյունքում։ Ի սկզբանե անլուրջ ու անպատասխանատու վերաբերմունք աշխարհում արդեն արագ տարածվող համավարակի հարցում: Այնուհետև, արտակարգ դրություն հայտարարելուց աննախադեպ ու անհեթեթ սահմանափակումներ ու արգելքներ խոսքի ազատության ոլորտում: Հետո քաղաքացիների անձնական տվյալների եւ ազատությունների առումով շատ խնդրահարույց օրենքի ընդունում, որի գործածման արդյունքը չտեսանք, սակայն որը շարունակում է գործել ու հավաքել բոլորիս անձնական տվյալները՝ սոցիալական շփումների շրջանակից սկսած եւ ցանկացած անձի տեղորոշմամբ ավարտած: Շարունակում է գործել նաև հավաքների ու բողոքի ակցիաների արգելքը, քանի որ գնալով սոցիալական լարվածությունն ավելանում է: Իսկ ավելանում է, քանի որ տապալվեց նաև բնակչության պարտադրված պարապուրդի պայմաններում աջակցության աշխատանքը: Դժվար հասկանալի, խճճված ծրագրերը այդպես էլ չկարողացան հստակ թիրախավորել օգնության կարիք ունեցողներին, արդյունքում առաջարկվեց «վճարել հարևանի հոսանքի վարձը» բոլոր նրանց, ում ստացած օգնությունն անհրաժեշտ չէ, իսկ բոլոր դժգոհներին՝ հայհոյել իշխանությանը: Հասկանալի է, որ առկա կառավարման մակարդակի պայմաններում որևէ դրական զարգացում սպասելը միամտություն է, և հրապարակված փոփոխությունների տեքստը դրա վառ վկայությունն է: Այն հիշեցնում է կենաց-հրահանգավորում, որտեղ առավել հաճախ հանդիպում են «անհրաժեշտ է...պարտավոր է...արգելվում է» և նմանատիպ եզրույթներ: Իհարկե, այդ ամենը վերաբերում է հիմնականում բիզնեսին եւ քաղաքացիներին: Իշխանություններն արդեն տեւական ժամանակ է, ինչ ամեն եղանակով հասկացնում են, որ իրենց վրա հույս չդնեն, իսկ «Спасение утопающих – дело рук самих утопающих»: Հրապարակված տեքստի որակը եւ ողջամտությունը առանձին քննարկման առարկա է, որը անշուշտ կկայանա նաև իմ նախաձեռնությամբ: Գումարած դրան վիճակագրության «հրաշքները», մասնավոր կարգով քաղաքացու ցանկությամբ ու վճարմամբ տեստավորման արգելքը՝ մենաշնորհ հաստատելով վարակվածների թվի վիճակագրություն տնօրինելու վրա, և բազմաթիվ այլ հարցեր:
