Հայաստանի Հանրապետության նախագահ Արմեն Սարգսյանը «Երկիր Մեդիա» հեռուստաընկերության «Երկրի հարցը» հաղորդաշարին տված բացառիկ հարցազրույցում անդրադարձել է նաև Ազգային ժողովի վավերացրած Լանզարոտի կոնվենցիային և դրա հետ կապված իր հետագա գործողություններին: Այս մասին հայտնեցին ՀՀ նախագահի աշխատակազմի հասարակայնության հետ կապերի վարչությունից։

«Սա զգայուն հարց է, որովհետև վերաբերում է երեխաներին, նրանց պաշտպանությանը, կրթությանը, ունի որոշակի նրբություններ: Կոնվենցիան 47 երկիր ստորագրել է, 45-ը վավերացրել է՝ սկսած Ռուսաստանից մինչև եվրոպական երկրներ: Մեր հարևան երկրները ևս վավերացրել են։ Ադրբեջանը վավերացնելով՝ որոշակի հայտարարություն է արել երեք կետով, որը, կարծում եմ, կլինի մեր արտգործնախարարության ուշադրության կենտրոնում,-ասել է նախագահը:- Նախ և առաջ, սա կոնվենցիա է, այլ ոչ օրենք: Որպես անհատ, որպես նախագահ ես էլ կուզենայի, որ կոնվենցիան լիներ ինչ-որ փաստաթուղթ, որը կտար որոշակի պատկերացումներ, ուղեցույց, թե մենք կոնվենցիայի սահմաններում ինչպիսի գործողություններ ենք անելու, ունե՞նք արդյոք հայեցակարգ»:

Նախագահ Սարգսյանը նշել է, որ տարբեր երկրներ կոնվենցիան ընդունելուց հետո տարբեր մոտեցումներ են որդեգրում. «Կան երկրներ, որոնք զբաղվում են կրթությամբ՝ 7-րդ դասարանից սկսած, կան երկրներ՝ 4 տարեկանից, կան երկրներ, որ ասել են՝ մենք հինգ կամ տասը դպրոցում փորձնական կանենք։ Կան երկրներ, որոնք ասում են՝ քանի որ կոնվենցիան հստակ ասում է, որ կրթական մասը պետք է ընդունելի լինի ծնողների համաձայնությամբ, ապա եկեք կրթական մասը հանձնենք ծնողներին կամ նրանց մասնակցությամբ իրականացնենք։ Ուրեմն, հնարավորությունները տարբեր են։ Ես չգիտեմ, թե մենք ինչ ճանապարհով ենք գնալու և սա է ինձ համար անհանգստություն»։

Ինչ վերաբերում է իրավական մասին, ապա ցանկացած օրենք, որ դրվում է Հանրապետության նախագահի սեղանին, նախագահը կարող է 21 օրվա ընթացքում ստորագրել կամ ուղարկել Սահմանադրական դատարան։ «Սահմանադրական դատարանն իր կարծիքն արդեն ասել է, որ սահմանադրական հակասություններ չի տեսնում, հետևաբար, նախագահին մնում է ընդամենը մեկ ընտրություն՝ ստորագրել։ Եթե նույնիսկ նախագահը չի ստորագրում, միևնույն է, այն կարող է Ազգային ժողովի նախագահը ստորագրել։ Հետևաբար, իմ ստորագրելը կամ չստորագրելը որոշող նշանակություն չունի,-ասել է նախագահ Սարգսյանը:- Հույս ունեմ, որ կոնվենցիայի մասին քննարկումները կդառնան հանրային քննարկման ոչ թե ավարտը, այլ՝ սկիզբը։ Սա շատ կարևոր է, որովհետև խոսքը վերաբերում է մեր երեխաներին: Մենք մեր մշակույթով շատ ենք տարբերվում այն մնացած 46 երկրներից, որոնք ստորագրել են կոնվենցիան։ Նրանցից յուրաքանչյուրն ընդունելու, ստեղծելու է այն լուծումները, որոնք համապատասխանում են իրենց պետությանը, պետականությանը, մշակույթին և ապագայի ու երեխաների մասին իրենց պատկերացումներին»։
