«Պարեկային ոստիկանությունը մեր հասարակությանը պետք է որպես վերլուծական, պրոֆիլակտիկ ու ոստիկանական «շտապ օգնության» ծառայություն: Պարեկային սպայակազմի ինտելեկտուալ բարձր որակների անհրաժեշտության մասին Ազգային ժողովում իրավացիորեն նշեց նաև պարոն Անդրանիկ Քոչարյանը:

Այսօր իմացա, որ պարեկի թեկնածուի ընտրության համար բարձրագույն կրթությունը պարտադիր չէ. իմ խորը համոզմամբ սա ճիշտ որոշում չէ. Բարձր գնահատելով արդարադատության նախարարության ջանքերը ոստիկանությունը բարեփոխելու հարցում, հատկապես իմ կողմից շատ հարգված նախարարի տեղակալ Քրիստինե Գրիգորյանի անձնական ներդրումը, առաջարկում եմ վերանայել այս հարցը:

Պարեկները պետք է ունենան ընդհանուր Էրուդիցիա, տեղեկատվություն վերլուծելու կարողություն ու խորքային գիտելիքներ: Միայն բարձրագույն կրթություն ունեցող թեկնածուների համար կարող են օգտակար լինել 5-ամսյա դասընթացները ոստիկանության կրթահամալիրում: Եվ ամենակարևորը՝ պարեկները կարող են ազդել հանցածին վիճակի վրա, եթե օժտված լինեն կանխարգելիչ վարչական լիազորություններով: Այս իմաստով «Ոստիկանության մասին» օրենքը փոփոխութունների կարիք ունի:

ԽՍՀՄ իրավակարգը պաշտպանող ՎԻՎ օրենսգիրքը և գործող քրեական դատավարության օրենսգիրքը ոստիկանությանը վարչական գործունեության ոլորտում բավարար լիազորություններ չեն վերապահում: Նոր պարեկային ծառայությունը պետք է գործի նոր իրավական դաշտում: Հակառակ պարագայում մենք կունենանք հերթական ձանձրալի աշխատող շարային ստորաբաժանումը, բայց ոչ երբեք նորացված ոստիկանություն: Այլ մոտեցումները հարգում եմ, բայց դրանցով պայմանավորված պաթոսը չեմ հասկանում...»:
