Արցախի Հանրապետության Մարդու իրավունքների պաշտպան Արտակ Բեգլարյանը շնորհավորական ուղերձ է հղել Երեխաների պաշտպանության միջազգային օրվա առթիվ: Ուղերձի տեքստը՝ ստորեւ.

«Սիրելի´ երեխաներ

Ջերմորեն շնորհավորում եմ բոլորիս կողմից սիրված ու սպասված տոնի` Երեխաների պաշտպանության միջազգային օրվա կապակցությամբ: Ի սրտե մաղթում եմ ձեզ միշտ լինել առողջ, շրջապատված ընտանեկան սիրով ու ջերմությամբ, լսված լինել ձեզ վերաբերող բոլոր հարցերում, անհոգ վայելել ձեր մանկությունը՝ պարգեւելով ձեր հարազատներին ձեզանով իրենց կյանքն իմաստավորելու անսահման բերկրանք:

Մեծահասակներս կյանքում ունենք կարեւորագույն առաքելություն` պաշտպանել ձեր իրավունքներն ու լավագույն շահերը` ձեր մանկությունը դարձնելով լիարժեք ու ապահով:

Թանկագի՛ն ծնողներ

Հունիսի 1-ը մեզ բոլորիս եւս մեկ անգամ հիշեցնում է երեխաների հանդեպ ունեցած ամենօրյա պարտավորությունների մասին: Ցանկացած երեխայի առաջնային ցանկությունն ու լավագույն շահն է ապրել եւ մեծանալ ընտանիքում, դաստիարակվել ջերմ ու փոխըմբռնման մթնոլորտում, լինել սիրված ու լսված: Երեխաների երջանիկ մանկության ու ներդաշնակ զարգացման համար պատասխանատու ենք բոլորս՝ պետական մարմիններից մինչեւ ծնողներ՝ յուրաքանչյուրն իր պարտավորությունների ու հնարավորությունների սահմաններում»:

ԱՀ Մարդու իրավունքների պաշտպանը, մեծապես կարեւորելով երեխաների իրավունքների պաշտպանությունը եւ ունենալով այդ ոլորտում մշտադիտարկում իրականացնելու օրենսդրական լիազորություն, վերջերս «Վորլդ վիժն Հայաստան» հիմնադրամի հետ համատեղ ձեռնարկել է համապարփակ հետազոտություն բնագավառում՝ արհեստավարժ փորձագետների ընդգրկմամբ:

Ոլորտի խնդիրների ախտորոշման ու առանձնահատկությունների վերհանման արդյունքում Պաշտպանը պետական լիազոր մարմիններին առաջարկելու է համապատասխան բարեփոխումներ՝ հիմնված միջազգային լավագույն չափորոշիչների վրա եւ միտված պետական ծառայությունների ու ծրագրերի արդյունավետության նշանակալի բարձրացմանը: Պաշտպանն ընդգծում է, որ պետական մարմինները պետք է հատկապես ներկա արտակարգ իրավիճակում բազմապատկեն իրենց ջանքերն ու զգոնությունը երեխաների իրավունքների պատշաճ պաշտպանության ուղղությամբ:

Առաջնահերթ համարելով երեխաների լսված լինելու իրավունքը եւ նրանց ներառումն իրենց խնդիրների վերհանման ու լուծման գործում՝ ԱՀ Մարդու իրավունքների պաշտպանը 2019թ. դեկտեմբերի 10-ին ընդառաջ կազմակերպել էր լուսանկարների ու տեսանյութերի մրցույթ՝ «Երեխաների իրավունքներն իմ աչքերով» խորագրով: Լուսանկարների անվանակարգի հաղթողներն էին Անգելինա Ֆարսիյանը՝ լսված լինելու, Սաթի Ղազարյանը՝ արժանապատվության եւ Լինա Խաչատրյանը՝ պաշտպանված լինելու իրավունքների մասին, իսկ տեսանյութերի անվանակարգերում՝ Արթուր Դավթյանը՝ ապրելու, Վերոնիկա Ավետիսյանը՝ խաղաղության եւ Լյուդմիլա Բաբայանը՝ կյանքի իրավունքների մասին: Մրցույթին մասնակցած բոլոր լուսանկարները կարելի է գտնել այս ալբոմում, իսկ տեսանյութերը՝ այս բաժնում:
