Օրերս վարչապետ Փաշինյանը տեղեկացրեց, որ եկել է ֆիզիկական անձանց համատարած հայտարարագրման և գույքահարկի նոր համակարգի ներդրման ժամանակը: Թեմային անդրադարձավ նաև «Իմ քայլը խմբակցության պատգամավոր, ԱԺ տնտեսական հարցերի մշտական հանձնաժողովի նախագահ Բաբկեն Թունյանը, ով հայտնեց, որ իրենք ձեռնամուխ են լինում ֆիզիկական անձանց եկամուտների համատարած հայտարարագրման մեխանիզմի ներդրմանը։ Թե ինչ հետևանքներ սա կունենա՝ ԼՈՒՐԵՐ.com-ը փորձեց պարզել տնտեսագետ, «Հայացք» վերլուծական կենտրոնի փորձագետ Լիլիա Ամիրխանյանից:

«Համընդհանուր հայտարարագրման համակարգն իրենից ենթադրում է հայտարարագրում՝ բացառապես բոլորից: Այն, որ հայատարարագրման ինստիտուտի պրակտիկան նորություն չէ և զարգացած երկրներում այն ունի բավական դրական լուծումներ և հետևանքներ, ակնհայտ է: Պարզապես, մեր պարագայում նման նախագիծը պետք է դիտարկենք այլ գործոնների համադրությամբ: Արդյո՞ք մեզ մոտ այդ ժամանակը վրա է հասել, կամ արդյո՞ք մեզ մոտ իրավական և պետական լծակների գործիքակազմը զարգացած է այն աստիճանի, որ մենք կարողանանք ամբողջությամբ անցնել գույքի և եկամուտների համընդհանուր հայտարարագրմանը»,- նշեց նա:

Փորձագետի խոսքով՝ հայտարարագրման ինստիտուտը մարդկանց եկամուտների նկատմամաբ հավակնություն է ենթադրում, և զարգացած երկրների պրակտիկան ցույց է տալիս, որ դրա հետ մեկտեղ կան նաև մեղմացող  բազմաթիվ լծակներ, փոխհատուցող տարբեր շեմեր, հայտարարագրված եկամուտների որոշակի փոխհատուցումներ:

«Եթե քաղաքացին իր հայտարարագրով չի ներկայացրել իքս եկամուտ և եթե այդ եկամուտից ելնելով կատարել է ծախսեր, որոնք համադրելի չեն իր ներակայացրած եկամուտի հետ, ապա դա կառաջացնի պատկամ մարմինների հետաքրքրությունը, կանցկացվի աուդիտ և այլն: Այսինքն՝ քաղաքացին հաշվետու է իր կատարած ծախսերի համար իր համընդհանուր հայտարարագրով: Սա նշանակում է, որ մարդկանց եկամուտները կրճատվելու են, որովհետև մենք շատ լավ գիտենք, որ մեզ մոտ կան օրավարձով աշխատող մարդիկ, տրանսվերտներ ստացող մարդիկ»,- ընդգծեց նա: 

Ամիրխանյանը նշեց, որ եկամուտի հայտարարագրումը, ընդհանուր առմամբ, դրական պրակտիկա է պետության համար, քանի որ յուրաքանչյուր քաղաքացի իր եկամուտների համար պետք է հաշվետվություն ներկայացնի. «Արդյո՞ք մեր հանրությունը պատրաստ է իր եկամուտների համար հարկ վճարել: Այս պահին կարող եմ ասել, որ ոչ՝ պատրաստ չէ, քանի որ մենք չունենք աշխատավարձերի և եկամուտների բավարար ֆոնդ, որպեսզի կարողանանք դրանց հարկման միջոցով ավելացնել պետական ռեսուրսները»:

Փորձագետը կարծում է, որ գործընթացը բավականին բարդ է, և համընդհանուր հայտարարագրումը որոշ դեպքերում ենթադրում է նաև լարցուցիչ աուդիտների իրականացում:

«Յուրաքանչյուր քաղաքացի իր հայտարարագրի հետ կապված իրավուք ունի ստանալու անկախ աուդիտորական ծառայություն: Արդյո՞ք մեր պետությունն այսօր ունի այդքան ռեսուրս այդ ամենը ներդնելու համար: Սա է առաջնային խնդիրը, որի վրա պետք է ուղղվեն այդքան ռեսուրսներ, թե միգուցե պետք է նվազագույն պայմաններ ապահովվել, հետո նոր անցնել այդպիսի համակարգի կիրառմանը»,- զրույցն ամփոփելով՝ ասաց Ամիրխանյանը:
