Վարչապետ Նիկոլ Փաշինյանն այսօր հեռավար ռեժիմով կառավարությունում խորհրդակցություն է անցկացրել Հայաստանի քաղաքացիական ավիացիայի ոլորտի ներկա իրավիճակի և զարգացման հեռանկարների վերաբերյալ: Քննարկմանը տեսակապի միջոցով մասնակցել է նաև Քաղաքացիական ավիացիայի կոմիտեի նախագահ Տաթևիկ Ռևազյանը:

Քաղավիացիայի կոմիտեի նախագահը վարչապետ Փաշինյանին պարզաբանումներ է ներկայացրել ոլորտում տեղի ունեցող գործընթացների մասին. նա զեկուցել է, որ 2020թ. մայիսի 12-ին տեղի է ունեցել Եվրոպական թռիչքային անվտանգության թիմի նիստը, որի արդյունքում՝ այս տարվա փետրվարին կատարված ԵՄ գնահատման այցի դիտողությունների հիման վրա, որոշում է կայացվել Հայաստանում գրանցված բոլոր օդանավ շահագործողներին ընդգրկել ԵՄ թռիչքային անվտանգության ցանկում: Համաձայն Եվրոպական հանձնաժողովի և ԵՄ թռիչքային անվտանգության կոմիտեի՝ նման որոշման պատճառը երկար տարիներ ՀՀ քաղավիացիայի կոմիտեի կողմից ոչ պատշաճ վերահսկողության և ոչ լիարժեք սերտիֆիկացման գործառույթների իրականացումն է: Որոշմամբ սահմանափակվում է ՀՀ-ում գրանցված օդանավ շահագործողների՝ դեպի Եվրոպա չվերթներ իրականացնելու իրավունքը (բացառությամբ քաղաքացիների տարհանման, մարդասիրական և բժշկական նպատակներով իրականացվող թռիչքների): Հարկ է նշել, որ տվյալ ավիաընկերությունները շարունակելու են չվերթներ իրականացնել դեպի այլ երկրներ: Միաժամանակ, որոշումը որևէ ազդեցություն չի ունենա միջազգային ավիաընկերությունների կողմից ԵՄ-ՀՀ և ՀՀ-ԵՄ ուղղություններով չվերթներ իրականացնելու վրա: Տաթևիկ Ռևազյանը նշել է, որ 2019թ. նոյեմբերի 20-ին տեղի ունեցած Եվրոպական թռիչքային անվտանգության թիմի նիստից ի վեր Կոմիտեն շարունակական միջոցառումներ է իրականացնում Հայաստանում թռիչքային անվտանգության մակարդակը բարձրացնելու նպատակով, և որոշման փոփոխության հարցը կարող է քննարկվել 2022 թ. նոյեմբերին: Այս համատեքստում ԵՄ ավիացիոն ոլորտի մարմինները ողջունել են ՀՀ կառավարության՝ թռիչքային անվտանգության մակարդակը բարելավելու հանձնառությունը և համագործակցության պատրաստակամություն հայտնել:

Վարչապետը, անդրադառնալով ներկայացված պարզաբանումներին, նշել է, որ Քաղաքացիական ավիացիայի կոմիտեն պետք է սեղմ ժամկետում մշակի մինչև 2022 թ. նոյեմբերը հետագա քայլերի ճանապարհային քարտեզ և դրա իրականացման ժամանակացույց: Կառավարության ղեկավարի խոսքով՝ միջոցառումներ պետք է ձեռնարկվեն ոչ միայն թռիչքային անվտանգության մակարդակի բարելավման, այլև տեղական ավիացիայի մրցունակության բարձրացման ուղղությամբ, ինչն էլ հնարավորություն կտա զարգացնել քաղաքացիական ավիացիան Հայաստանում:

Խորհրդակցության ընթացքում քննարկվել են նաև ՀՀ քաղավիացիայի կոմիտեի բարեփոխումներին վերաբերող մի շարք հարցեր: Անդրադարձ է եղել, մասնավորապես, կառույցում որակյալ մասնագետների ներգրավման, ինստիտուցիոնալ, օրենսդրական, տեխնիկական ուղղություններով անելիքներին, ներկայացվել են մի շարք առաջարկներ: Կոմիտեի նախագահը նշել է, որ արդեն իսկ իրականացվել է կառույցում առկա խնդիրների գույքագրում և ախտորոշում, որոնց կապակցությամբ մշակվում են լուծումներ:

Նիկոլ Փաշինյանը հանձնարարել է Քաղավիացիայի կոմիտեի նախագահին, Տարածքային կառավարման և ենթակառուցվածքների նախարարության հետ համատեղ քննարկման արդյունքներով, երկշաբաթյա ժամկետում ներկայացնել Քաղաքացիական ավիացիայի կոմիտեի բարեփոխումների գործողությունների ծրագիր:
