«Ժողովուրդ» օրաթերթը գրում է․ «Այսօրվանից Սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովը սկսում է հանրային քննարկումները: ՀՀ վարչապետի՝ փետրվարի 12-ի հրամանով ստեղծված մասնագիտական հանձնաժողովն այս ամիսների ընթացքում աշխատել է սահմանադրական փոփոխությունների նախագծի վրա, եւ չնայած հայեցակարգը դեռ պատրաստ չէ, եւ այն պետք է ներկայացնել դեկտեմբերին, սակայն «Ժողովուրդ» օրաթերթը տեղեկացավ, որ հանձնաժողովը որոշել է ավելի վաղ սկսել հանրային քննարկումները, չնայած մինչ այս ամենամոտ ժամկետ էր նշվում սեպտեմբերը: Մենք տեղեկացանք, որ պատճառը կորոնավիրուսային իրավիճակով պայմանավորված արտակարգ դրությունն է եւ այն հանգամանքը, որ հանրային քննարկումներն անցկացվելու են առցանց ռեժիմով: Իսկ դա, բնականաբար, լրացուցիչ դժվարություններ է ստեղծելու, եւ հանրային քննարկումը սպասվածից ավելի երկար ժամանակ է պահանջում: Ընդ որում, ինչպես քննարկում են իշխանության ներսում, այս նախագիծը պետք է լինի ամենալայն քննարկվածներից մեկը: Այսպիսով, «Ժողովուրդ» օրաթերթը տեղեկացավ, որ այսօր առցանց հանրային քննարկմանը կմասնակցեն Արեւելյան գործընկերության քաղաքացիական հասարակության ֆորումի ազգային պլատֆորմի անդամ քաղաքացիական հասարակության կազմակերպությունների ներկայացուցիչները: Սակայն մենք տեղեկացանք, որ սա ավելի ընդհանրացված քննարկում է, եւ մասնագիտական հանձնաժողովի անդամները պարզապես լսելու են քաղհասարակության ներկայացուցիչների կարծիքները եւ ներկայացնելու են կատարված աշխատանքները, փոփոխությունները, որոնք լինելու են: Արդեն ընդհանրացված քննարկումներից հետո առաջիկայում սպասվում են նաեւ առանձին քննարկումներ՝ տարբեր շրջանակների հետ: Ընդ որում, արդեն այդ ժամանակ քննարկումները լինելու են գլուխ առ գլուխ, եւ չի բացառվում, որ վերջնական արդյունքում նախագիծը տարբերվի նախապես պատկերացրածից: Ամեն դեպքում, այդ պահի դրությամբ մասնագիտական հանձնաժողովի անդամները եկել են միասնական եզրակացության, որ պետք է վերացվի կայուն մեծամասնության դրույթը, ռեյտինգային համակարգը, սակայն կառավարման համակարգի փոփոխություն չի լինի»:
