ԱԳ նախարար Զոհրաբ Մնացականյանը «Հեռանկար» հաղորդմանը տված հարցազրույցում անդրադարձել է հայ-ադրբեջանական լարվածության ֆոնին ՀԱՊԿ-ի դերակատարությանը:

Հարցին, թե պե՞տք էր դիմել ՀԱՊԿ-ին, որպեսզի վերջինս ավելի ակտիվ ներգրավվեր գործընթացում, նախարարը պատասխանել է. «Մենք ունենք տարբեր միջազգային ֆորմատներ, որոնցից մեկը ՀԱՊԿ-ն է։ Մենք ՀԱՊԿ-ի անդամ ենք։ Դա մեր համագործակցության միջազգային ձեւաչափն է, եւ մենք ունենք մեր գործառույթները։ Երբ մենք ասում ենք միջազգային բոլոր ձեւաչափերի գործածում, նշանակում է գործածում, նշանակում է աշխատել, համաչափ ձեւով գնահատել՝ որտեղ, ինչպես ես աշխատում։ 

Եվ այդ առումով, իրականում, մենք չենք խնդրել, այդ պահին անհրաժեշտ չենք համարել անել ավելին, քան անմիջապես տեղեկացնել ՀԱՊԿ անդամ երկրներին այն զարգացումների մասին, որոնք տեղի էին ունենում հուլիսի 12-ից սկսած։ Այդ գործառույթը մենք իրականացրել ենք եւ շարունակելու ենք աշխատել ՀԱՊԿ-ում այն իմաստով, որ սա մեր համագործակցության հարթակն է: Մեր ձեռքում բոլոր հնարավոր  գործիքները օգտագործելու ենք՝ այդ հարթակը ծառայեցնելու մեր հիմնական նպատակին, որն ամենից բացի վերաբերում է տարածաշրջանում կայունության պահպանման, կայունության ապահովման այդ գործառույթին»:

Դիտարկմանը, որ չկա որեւէ երկիր, որը նույն ձեւով, ինչպես Թուրքիան, աջակցում է Ադրբեջանին, նույն անվերապահությամբ աջակցի Հայաստանի, նախարարը պատասխանել է. «Իրականում կա, բայց ես այս հարցը կդիտարկեմ մի փոքր այլ համատեքստում, որովհետեւ նման գնահատականն ավելի զգացմունքային, մակերեսային մակարդակում է եւ վերածվում է սպորտի, թե ով, ում ինչպես է աջակցում կամ չի աջակցում:

Շատ ավելի խորքային է մյուս հարցը, որ վերաբերում է համանախագահների կողմից արտահայտված այն կարեւոր ազդակներին: Դա այն հարթակն է, այն ձեւաչափն է, որը միջազգային հանրության կողմից ճանաչված է որպես խաղաղ գործընթացի համար հիմնական հարթակ, եւ այդ մանդատը տրված է երեք համանախագահներին միջազգային հանրության կողմից: Իրենց դիրքորոշումը ստացել է միջազգային հանրության կողմից լայն աջակցություն, որն արտահայտված է բազմաթիվ ձեւերով՝ թե՛ առանձին պետությունների կողմից, թե՛ ԵԱՀԿ-ի կողմից, թե՛ ԵՄ-ի կողմից, թե՛ ՄԱԿ Գլխավոր քարտուղարի կողմից: Այդ դիրքորոշման հիմնական էությունը, որն արտահայտված է իրենց հայտարարության մեջ, վերաբերում է շատ կարեւոր սկզբունքի՝ վերականգնել կայունությունը, վերականգնել զինադադարը, բացառել սպառնալիքը եւ սպառնալիքի լեզուն, բացառել առավելապաշտությունը եւ խաղաղ գործընթացի համատեքստում աշխատել այնպիսի լուծումների վրա, որոնք անհրաժեշտ են համապատասխան  այդ փոխզիջումային բալանսին հասնելու համար: Այդ դիրքորոշումը մեզ համար ավելի մեծ նշանակություն ունի, քան որեւէ սպորտի մեջ ներգրավվելը եւ գնահատելը, թե ինչպես Թուրքիան ավելի շատ աջակցեց Ադրբեջանին, թե ավելի քիչ Հայաստանին»:
