«Տարիներ առաջ ասուլիսներից մեկի ժամանակ ինչ որ մարդիկ հայտարարեցին, որ ազատագրված տարածքներում քաղաք են կառուցելու, որտեղ վերաբնակեցվելու են սփյուռքից ժամանած հայերը: Այն ժամանակ դա «օդ» էր, զուտ իրավիճակային հայտարարություն: Հիմա ժամանակն է, որ այդ գաղափարը կյանքի կոչվի: Մեզ նոր համահայկական քաղաք է պետք, 50-100հզ բնակչության թվով, գեղեցիկ, ժամանակակից ու հարմարավետ: Սովետի տարիներին Հայաստանում 20-ից ավել քաղաքներ են կառուցվել, մենք գոնե մեկը պարտավոր ենք անել: Սիրիահայը, Բեյրութահայը չպետք է նորից գա Երևան, այն արդեն իսկ աննորմալ չափերի է հասնում Հայաստանի մասշտաբերով, նրանք պետք է գան ու իմանան, որ տուն ունեն, օրինակ` ՆՈՐ անունը կրող քաղաքում: Դժվարը սկիզբն է, աշխարհը խառնվում է և վաղ թե ուշ շատ-շատերը հետ են գալու:
Հ.Գ քաղաքի տարբեր թաղամասերի կառուցումը կարելի է տալ տարբեր գաղթօջախների, ամեն հայ տուն է գնում Քաշաթաղի շրջանում կառուցվող ՆՈՐ կամ ՆՈՅ անունը ստացած քաղաքում: Ամեն ինչ սկսվում է երազանքից, երազանքն իրականանում է «խելառ» կառավարիչին այն վստահելուց, մնացածն իրականանալի է ու շատ իրատեսական: Աբովյան քաղաքի օրինալը նայեք, Չարենցավանը, Հրազդանը և այսպես շարունակ:
