ՀՀ փոխվարչապետ Տիգրան Ավինյանի գլխավորությամբ սեպտեմբերի 4-ին տեղի է ունեցել պետական և տեղական ինքնակառավարման մարմինների կողմից ծառայությունների մատուցման գրասենյակների մոդելներին վերաբերող քննարկում: Ինչպես տեղեկացրին ՀՀ փոխվարչապետ Տիգրան Ավինյանի գրասենյակից, իր ելույթում փոխվարչապետն ասել է.

«Հարգելի՛ գործընկերներ,

Այսօր քննարկելու ենք պետական ու համայնքային ծառայություններին վերաբերող հարցեր: Առհասարակ քաղաքացիների ու բիզնեսի հետ հաղորդակցման մի քանի եղանակներ ունեն պետական ու համայնքային մարմինները և դրանցից մեկը ծառայությունների մատուցումն է։  Պետական և տեղական ինքնակառավարման մարմինների կողմից մատուցվող ծառայությունների որակն ու արդյունավետությունը հաճախ պայմանավորում են քաղաքացիների և տնտեսվարողների վերաբերմունքը և գոհունակությունը հանրային իշխանության նկատմամբ։

Այսօր մենք սկսում ենք Հանրային կառավարման բարեփոխումների քննարկումների շարք, որոնք, մասնավորապես, վերաբերում են պետական և համայնքային ծառայություններին։

Ծառայությունների բնագավառում բարեփոխումների օրակարգն առնչվելու է ծառայությունների մատուցման և՛ ինստիտուցիոնալ և՛ ընթացակարգային մեխանիզմներին։

Մենք առաջիկայում քննարկելու ենք`

ծառայությունների մատուցումն ապահովող վարչարարության, մոդելի ընտրության և ինստիտուցիոնալ հենքի արդիականացման խնդիրները,

ծառայությունների մատուցման նկատմամբ հսկողություն և որակի կառավարման արդյունավետ քաղաքականություն սահմանելու անհրաժեշտության հարցը,

թվային, նորարարական տեխնոլոգիաների և գործիքների կիրառմամբ պետական ծառայությունների մատուցման հնարավոր այլընտրանքային մեթոդների գործարկումը,

պետական մարմինների համապարփակ փոխգործելիության ապահովումը։

Սա մեր ընդհանուր օրակարգն է լինելու: Այսօր, մասնավորապես, կկենտրոնանանք ծառայությունների մատուցման գրասենյակների մոդելներին վերաբերող հարցերի վրա»:

Հանդիպման ընթացքում քննարկվել են գերատեսչությունների կողմից ներկայացված մոդելների առաջարկները և նախանշվել են հետագա քայլերը:
