Սեպտեմբերի 4-ին տեղի է ունեցել Սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովի հերթական նիստը: Պաշտոնական հաղորդագրության համաձայն` անդրադարձ է կատարվել ՀՀ դատախազության կարգավիճակի սահմանադրական հիմքերի բարեփոխումներին, ինչպես նաև քննչական մարմինների կարգավիճակի բերափոխումներին: 

Լրատվամիջոցներին հետաքրքրիր մանրամասներ են հայտնի դարձել սպասվող փոփոխություններից: Մասնավորապես, հայտնի է դարձել, որ մեծ փոփոխություններ են կատարվելու Գլխավոր դատախազի լիազորություններում՝ ընդհուպ նրա պաշտոնավարման ժամկետի հետ կապված: Սակայն, ամենագլխավոր քննարկվող հարցերից մեկն այն է, որ դատախազին տրվելու են քննչական գործողություններ անելու եւ մեղադրանք առաջադրելու լիազորություններ, եւ դրան զուգահեռ քննչական մարմինների լիազորությունները պակասեցվելու են: Իհարկե, սրանք նախնական քննարկումների արդյունքներն են, սակայն հանձնաժողովում գրեթե միասնական դիրքորոշում է ձևավորվել: 

Այս ամենից հետևում է, որ Նիկոլ Փաշինյանը դժգոհ է քննչական մարմինների և մասնավորապես ՀՔԾ–ի աշխատանքից: Սասուն Խաչատրյանը վերջին շրջանում մեկ կիքսը մյուսի հետևից է տալիս՝ նա չկարողացավ քրեական գործ հարուցել Վատիկանում ՀՀ նախկին դեսպան, Սերժ Սարգսյանի փեսա Միքայել Մինասյանի դեմ: Բացի այդ կես տարուց ավել է, ինչ ՀՔԾ-ն նոր բացահայտումներով հանդես չի գալիս և սենսացիոն մեղադրանքներ չի առաջադրում: Իսկ դա թերևս այն է, ինչ պետք է այս պահին Նիկոլ Փաշինյանին և վերջինս որոշել է լիազորությունների մի մեծ փաթեթ փոխանցել գլխավոր դատախազ Արթուր Դավթյանին, ով թեև նույնպես նախկին համակարգի մասնիկ է համարվում, ինչպես և Սասուն Խաչատրյանը, սակայն այս ընթացքում ապացուցել է, որ ավելի քան հոժարակամ է կատարել Նիկոլ Փաշինյանի հրահանգները՝ ԱԺ միջնորդությամբ մտնելը դրա ամենավառ ապացույցն է: 

Սակայն, Խաչատրյանի լիազորությունների կրճատման հիմքում կա ևս մեկ ուշագրավ քաղաքական ենթատեքստ: Չմոռանանք, որ Սասուն Խաչատրյանը հայտնի է սորոսական շրջանակների հետ իր սերտ կապերով, նրա եղբայրը հանդիսանում է ԲՀՀ Հայաստանի տնօրենների խորհրդի նախագահ: Հաշվի առնելով այն ներքին կոնֆրոնտացիայի փուլը, որում այսօր գտնվում են Փաշինյանը և սորոսականները` կարելի է ենթադրել, որ այս քայլով վարչապետը փորձում է նաև զգալի լծակներից զրկել սորոսականներին…
