Օրեր առաջ ԱԺ փոխանագահ Ալեն Սիմոնյանը նախագիծ է ներկայացրել, որով վիրավորանքի ու զրպարտության դեպքերում նախատեսվում է մեծացնել մամուլից պահանջվող փոխհատուցումների չափերը. վիրավորանքի համար 5 միլիոն դրամ, զրպարտանքի համար՝ 10 միլիոն։
 
ԼՈՒՐԵՐ․com-ի հետ զրույցում իրավապաշտպան Ռուբեն Մելիքյանը կարծիք հայտնեց, որ քաղաքական իշխանության մոտիվացիան ակնհայտ է՝ լռեցումն է, ընդ որում այնպիսի գործողություններից ձեռնպահ մնալու առումով, ինչը լայնորեն կիրառվել է հենց իրենց կողմից:
«Պետք է ընդունենք, որ կա խնդիր և այն կապված է իշխող քաղաքական թիմի հետ: Մինչև 2018 թվականը տարածված էր վիրավորանքի ու զրպարտանքի մշակույթը դեղին մամուլի կողմից և դա տարածողների մի մասն այսօր բարձր պաշտոններ են զբաղեցնում: Ինչու էին դրանք զրպարտանքներ, քանի որ վերջին 2 տարվա ընթացքում նախկինում տարածված որոշ տեղեկություններ չապացուցվեցին, օրինակ՝ որևէ կերպ չապացուցվեցին շտաբի պետ Խաչատուրովի բիլիարդ խաղալու պատմությունը, 50/50-ները և շատ այլ «տեղեկություններ»: Այդ մշակույթը զարգացնողները իշխանական կողմում են գտնվում ու հենց նրանք են փորձում խստացնել պատասխանատվությունը: Դա բարոյական տեսանկյունից հասկանալի չէ: Իմ պատկերացմամբ բարոյականության սկզբունքը, այն է՝ «մի արա այն, ինչը չես ուզի՝ քեզ հետ անեն», խախտվում է: Այս մարդիկ եղել են այդ գործի չեմպիոնները», - նշեց Մելիքյանը:
 
Նրա խոսքով՝ իրավական տեսանկյունից՝ լրատվականները առանձնապես հարուստ չեն և այս նախագիծը կարող է դիտվել լռեցնելու, տարբեր տեղեկություններ չհրապարակելու միջոց, ազատ խոսքի լռեցումը:
Իրավապաշտպանը նշեց՝ մեր հանրությանը հաջողվել է այնպես անել, որ լրատվական դաշտը լինի բազմակողմանի, բայց կլինեն խմբագիրներ, որոնք ձեռնպահ կմնան իրենց ունեցած տեղեկությունները հրապարակելուց միայն նրա համար, որ չենթարկվեն պատասխանատվության. «Սակայն սա չի նշանակում, որ կսկսեն գովերգել իշխանություններին: Խնդիրը հասարակական հնչեղություն ունեցող հարցերը չբարձրաձայնելն է, ինչը լրատվականների գործառույթն է: Իսկ այն մարդիկ, որոնց վերաբերում են այդ լուրերը կարող են հրապարակավ հերքել կամ բերել փաստարկներ»:
 
Մելիքյանն այսօրվա գնացուցակը համարում է ոչ այնքան արդարացված և շատ ուրախանում է, երբ դատարանները ֆինանսական բեռ չեն դնում լրատվականների ուսերին, որպեսզի դրանք կարողանան շարունակել իրենց գործունեությունը:
