Մարդու իրավունքների եվրոպական դատարանի՝ սեպտեմբերի 29-ի որոշման պահանջով, ինչպես նաև ի լրումն ՀՀ կառավարության կողմից Եվրոպական դատարան ներկայացված նախորդ տեղեկությունների՝ այսօր ՀՀ կառավարությունը ՄԻԵԴ է ուղարկել հավելյալ տեղեկություն վերջին զարգացումների վերաբերյալ։ Այս մասին տեղեկացնում է ՄԻԵԴ-ում ՀՀ ներկայացուցիչը։

Մասնավորապես, ՄԻԵԴ-ին է ներկայացվել սեպտեմբերի 30-ին Արցախի Հանրապետության Ստեփանակերտ և Մարտակերտ քաղաքների խաղաղ բնակչությանը և քաղաքացիական օբյեկտները թիրախավորելու վերաբերյալ փաստեր։

Հիշեցնենք, որ Մարդու իրավունքների եվրոպական դատարանը միջանկյալ միջոց կիրառելու վերաբերյալ ՀՀ կառավարության դիմումի հիման վրա սույն թվականի սեպտեմբերի 29-ին որոշում է կայացրել այն կիրառել։

Մասնավորապես՝ հաշվի առնելով այն հանգամանքը, որ ստեղծված իրավիճակը կարող է հանգեցնել Կոնվենցիայի լրջագույն խախտումների, ՄԻԵԴ-ը 7 դատավորից կազմված Պալատի կազմով որոշել է կիրառել Դատարանի կանոնների 39-րդ կանոնը։

Նման խախտումներ կանխելու համար, ինչպես նաև 39-րդ կանոնի համաձայն՝ ՄԻԵԴ-ը կոչ է անում և Ադրբեջանին և Հայաստանին զերծ մնալ այնպիսի միջոցներից, մասնավորապես ռազմական գործողություններից, որոնք կարող են հանգեցնել քաղաքացիական բնակչության կոնվենցիոն իրավունքների խախտման, այդ թվում՝ վտանգել նրանց կյանքն ու առողջությունը։ ՄԻԵԴ-ը նաև կոչ է անում Ադրբեջանին և Հայաստանին կատարել իրենց կոնվենցիոն պարտավորությունները, հատկապես Կոնվենցիայի 2-րդ (կյանքի իրավունք) և 3-րդ (խոշտանգումների և անմարդկային կամ նվաստացնող վերաբերմունքի կամ պատժի արգելք) հոդվածների առումով։ Երկու Բարձր պայմանավորվող կողմերն էլ, հնարավորինս սեղմ ժամկետում, իրենց պարտավորությունների կատարման մասին տեղեկություն պետք է ներկայացնեն Եվրոպական դատարան։
