ՀՀ ՄԻՊ Արման Թաթոյանն իր ֆեսբուքյան էջում գրել է․ 
 
«Բացարձակ անմարդկային է արդեն 19 օր դիերի և գերիների փոխանակման հնարավորության բացակայությունը չդադարող զինված բախումների պայմաններում
Հայաստանի մարդու իրավունքների պաշտպանի շուրջօրյա ուսումնասիրությունները վկայում են, որ սեպտեմբերի 27-ից Արցախի ու Հայաստանի նկատմամբ ադրբեջանական մեծաթիվ զինված հարձակումներ տարբերակում չեն դնում ռազմական օբյեկտների ու քաղաքացիական բնակավայրերի միջև, իսկ շատ դեպքերում դրանք ուղիղ թիրախավորում են խաղաղ բնակչությանը:
 
Արգելված զինատեսակներից սպանվում կամ կյանքը խեղող վիրավորումներ են ստանում խաղաղ բնակիչներ: Ինչպես ինձ պարբերաբար տեղեկացնում է Արցախի մարդու իրավունքների պաշտպանը, վերջիններս գտնվում են Արցախի տարբեր քաղաքներում ու գյուղերում, սակայն շարունակվող ագրեսիվ հարձակումների պատճառով բժշկական օգնության անձնակազմերը լիարժեք հնարավորություն չեն ունենում հասնել այդ վայրեր ու մարդկանց ցույց տալ անհրաժեշտ աջակցություն:
 
Ըստ արցախյան գործընկերոջս՝ Արցախում ադրբեջանական զինված ուժերը հարձակումներ են իրականացրել նաև շտապ բժշկական օգնության մեքենայի ու հոսպիտալի ուղղությամբ, որտեղ պաշտոնական տվյալների համաձայն՝ եղել են նաև քաղաքացիական անձինք: Պարբերաբար հայտարարվում է զինվորականների թվում զոհերի մասին:
Երեկ տեղի են ունեցել իմ հրատապ խորհրդակցությունները Հայաստանի իրավասու մարմինների հետ, իսկ Արցախում նույնն արել է Արցախի մարդու իրավունքների պաշտպանը: Երկու դեպքում էլ ստացվել են վճռական հավաստիացումներ առ այն, որ թե՛ Հայաստանում, թե՛ Արցախում րոպե առաջ են պատրաստ դիերի ու գերիների փոխանակման, ինչպես նաև անթույլատրելի են համարում նման մարդասիրական հնարավորության բացակայությունը: Ուսումնասիրությունը վկայում է, որ այս պատրաստակամությունը Հայաստանում ու Արցախում մշտապես արտահայտվում է նաև հրապարակայնորեն:
 
Առկա իրավիճակը միջազգային իրավունքի, մասնավորապես՝ 1949թ֊ի Ժնևյան կոնվենցիաներում ամրագրված և սովորութային մակարդակում գործող միջազգային մարդասիրական իրավունքի հիմնարար պահանջների շարունակվող կոպիտ խախտում է: Սա խախտում է ոչ միայն վիրավորումներ ստացած խաղաղ բնակիչների իրավունքները, այլ նաև անարգանք է սպանվածների դիերի նկատմամբ, անմարդկային վերաբերմունք է նրանց մերձավոր ազգականների նկատմամբ:
 
Միանում եմ Կարմիր խաչի միջազգային կոմիտեի (ԿԽՄԿ, ICRC) Եվրասիայի տարածաշրջանային տնօրենի հոկտեմբերի 13-ի հրապարակային մտահոգություններին մարդասիրական հրադադարի բացակայության և իրենց մարդասիրական առաքելությունն իրականացնելու պայմանների բացակայության կապակցությամբ: Մի քանի օր առաջ այս բոլոր հարցերի առնչությամբ խոսել եմ նաև ԿԽՄԿ հայաստանյան գրասենյակի ղեկավար Կլեր Մեյթրոյի հետ:
 
Անհրաժեշտ է րոպե առաջ, օր առաջ դադարեցնել այս արդեն բացարձակ անմարդկային դարձած վերաբերմունքը և ԿԽՄԿ-ի համար ապահովել իր մարդասիրական առաքելությունն իրականացնելու հնարավորություն բոլոր կողմերում: Ընդ որում, պետք է ապահովվի այդպիսի առաքելության ոչ թե ձևական, այլ իրական հնարավորություն»:
