Ազգային ժողովն այսօր առաջին ընթերցմամբ ընդունեց մի նախագիծ, որով բանկերն ու վարկային կազմակերպությունները հնարավորություն են ստանում առանց լրացուցիչ հարկային պարտավորություններ կրելու ներել ռազմական գործողությունների հետևանքով զոհված կամ հաշմանդամ դարձած ֆիզանձանց վարկային պարտավորությունները։ Սակայն ընդգծենք, որ օրենքով ոչ թե ներվում են վարկերը, այլ պետությունը հրաժարվում է հարկերից, եթե բանկերը որոշեն ներել։

ԼՈՒՐԵՐ․com-ի հետ զրույցում ՀՅԴ Բյուրոյի տնտեսական հետազոտությունների գրասենյակի ծրագրերի համակարգող, տնտեսագետ Թադևոս Ավետիսյանը նախաձեռնությունը ողջունելի և խիստ պահանջված է համարում։ Ըստ նրա՝ նախագիծը ինքնին դրական քայլ է, որովհետև բազմաթիվ են դեպքերը, երբ վարկային պարտավորություններ ունեցող ֆիզիկական անձինք, այս պահին օբյեկտիվ իրավիճակից ելնելով, չեն կարողանալու կատարել տոկոսների վճարումները։

«Զոհված և հաշմանդամ դարձած անձինք ստանում են հնարավորություն, որպեսզի իրենց վարկային պարտավորությունները բանկերն ու վարկային կազմակերպությունները ներեն։ Այսինքն պետությունն իր կողմից ներում է եկամտահարկի պարտավորությունները բանկային ու վարկային կազմակերպություններին և սա դիտվում է խթան, որպեսզի վեջիններս էլ ներեն ժամկետանց վճարումներն ու տեկոսները։ Մյուս կողմից շատ կարևոր է նաև արձանագրել, որ միայն սա դեռևս բավարար չէ և կա օբյեկտիվ անհրաժեշտություն, որպեսզի որոշակի դեպքերում պետությունը ոչ միայն հարկերը զիջի, այլև որոշակի մաս վերցնի իր վրա և հնարավորություն ստեղծվի ավտոմատ կերպով չվճարված վարկային պարտավորությունները ներել։ Կան բացառիկ դեպքեր, որտեղ պետությունը վարկային բեռը կամ ամբողջությամբ, կամ որոշակի մասը պետք է իր վրա վերցնի, որովհետև բոլոր դեպքերում չէ, որ բանկերը կկարողանան կամ կցանկանան ներման գործընթաց իրականացնել»,- ասաց նա։ 

Ավետիսյանի խոսքով՝ քանի որ հայեցողությունը բանկերինն է՝ ում ներել և ում չներել, ուստի կա նեղ անհրաժեշտություն նախագիծը ընդունելուն զուգահեռ պատշաճ կերպով տեղեկացնել պոտենցիալ շահառուներին, որպեսզի մարդկանց մոտ անտեղի սպասումներ չառաջանան։ 

«Բանկերը, երբ ներում են վարկերը ֆինանսական բեռը վերցնում են իրենց վրա և սրան զուգահեռ մենք պետք է դիտարկենք նաև բանկերի ֆինանսական շուկայի կայունության խնդիրը, որը պակաս կարևոր չէ։ Դրա համար պետության դերը չպետք է սահմանափակվի միայն հարկերը զիջելով, շատ կոնկրետ դեպքերում և շահառուների կոնկրետ խումբ բացի հարկը զիջելուց իր վրա վերցնի որոշակի բեռ»,- նշեց նա։

Տնտեսագետի կարծիքով՝ հավասարակշիռ մոտեցում է անհրաժեշտ և խիստ պահանջված է նաև այս նախաձեռնության հետագա զարգացումը վերոնշյալ ուղղությամբ։
