Կապիտուլյացիոն ակտով երկիրը պարտության տարած իշխանությունները շարունակում են իրենց հայրենադավ ծրագրի իրականացումը: Այս մասին ասվում է 17 կուսակցությունների խորհրդի տարածած հայտարարության մեջ։

«Ակնհայտ հոգեվարքի մեջ գտնվող իշխանությունը ոչ միայն փորձում է հանրության ուշադրությունը շեղել իր ազգադավ նպատակները ավարտին հասցնելու գործողություններից, այլև, կիրառելով իրավական և ժողովրդավարական պետության սկզբունքները ոտնահարող, բռնապետական գործողություններ, ապօրինաբար մեկուսացնելով ընդդիմադիր քաղաքական և հանրային գործիչների, հող է նախապատրաստում ընդդիմադիր կուսակցությունների գործունեությունն առաջիկայում արգելելու համար:

Հանրության մոտ բացասական վերաբերմունք ձևավորելու և սեփական պատասխանատվությունից խուսափելու ակնհայտ դիտավորությամբ հրապարակ է նետվել դիվական զառանցանք, թե իբր ընդդիմադիր առանձին քաղաքական ուժերի ներկայացուցիչներ ծրագրել են Փաշինյանի սպանությունը: Ս.թ. նոյեմբերի 14-ին այդ մեղադրանքով ապօրինի ձերբակալվել է «Հայրենիք» կուսակցության ղեկավար, գեներալ-մայոր Արթուր Վանեցյանը: Նույն շինծու մեղանդրանքներով ձերբակալվել են նաև ՀՀԿ նախկին պատգամավորական խմբակցության ղեկավար Վահրամ Բաղդասարյանը, ԶՈւ գնդապետ, «Մարտական խաչ» երկրորդ աստիճանի շքանշանակիր, Արցախյան երեք պատերազմների մասնակից, Սիսական ջոկատի հրամանատար՝ Աշոտ Մինասյանը, նույն ջոկատի անդամ, դաշնակցական, մտավորական Աշոտ Ավագյանը:

Ապօրինի քրեական հետապնդումները սաստկանում են՝ ձևավորելով քաղաքական բանտարկյալների մեծաթիվ բանակ:

Բազմիցս շեշտել ենք, որ ազգադավ իշխանությունների դեմ պայքարում առաջնորդվում ենք սահմանադրականությամբ և օրինականությամբ` ի տարբերություն իշխող կուսակցության և նրան սատարող խմբավորումների: Սեփական վարքագծի հիվանդագին մտասևեռումը տարածելով իր ընդդիմադիրների նկատմամբ` իշխանությունը մարդկանց ահաբեկելու ապարդյուն փորձեր է կատարում` առանց հասկանալու, որ ապօրինաբար բանտարկված յուրաքանչյուր հայրենասերի փոխարինում են տասնյակ նվիրյալներ:

Հարգելի՛ հայրենակիցներ, կոչ ենք անում ձեր ձայնը բարձրացնել ի պաշտպանություն քաղաքական բանտարկյալների և համախմբվել՝ սահմանադրական ճանապարհով ժամ առաջ Փաշինյանի աղետաբեր վարչախմբից ազատվելու համար:

Հայրենիքի փրկության մեր պայքարը շարունակվում է»,- ասված է  հայտարարության մեջ։
