«Շատ հետաքրքիր փաստ, որ շատ քչերը նկատեցին:

Սեպտեմբերի 27-ին՝ պատերազմի առաջին օրը, առավոտյան ՀՀ կառավարությունը Հայաստանում հայտարարեց ռազմական դրություն, ինչը, պետք է խոստովանել, խիստ տարօրինակ էր ու անհասկանալի:

Տարօրինակ էր այն առումով, որ Արցախյան ո՛չ առաջին պատերազմի, ո՛չ Ապրիլյան պատերազմի ժամանակ Հայաստանում ռազմական դրություն ՉԻ հայտարարվել: Քաղաքական կյանքը չի ընդհատվել, խոսքի ազատությունը չի սահմանափակվել:

Տարօրինակ էր նաև այն պատճառով, որ ՀՀ իշխանությունները ՉՊԵՏՔ Է իմանային, թե այս պատերազմը քանի օր կտևի, երբ կկանգնի, ինչ պայմաններով: Բայց ռազմական դրությունը հայտարարվեց առաջին ժամերին՝ սահմանափակելով խոսքի և հավաքների ազատությունը, արգելափակելով ներքին քաղաքական կյանքի բնականոն ռիթմը:

Ռազմական դրություն հայտարարելու որոշումն անհասկանալի էր, քանի որ Հայաստանի նկատմամբ որևէ ագրեսիա չէր իրականացվել և ՀՀ իշխանությունները ՉԷԻՆ ԿԱՐՈՂ կանխատեսել սպասվող պատերազմի ՄԱՍՇՏԱԲՆ ու ԾԱՎԱԼԸ, եթե, իհարկե, արդեն տեղյակ չէին:

Սահմանափակելով ազատ խոսքի իրավունքը, կամայական գնահատումով կիրառելով աստղաբաշխական տուգանքներ, ինչպես հետագայում պարզվեց, ունեին մեկ նպատակ՝ չխանգարել Միասնական տեղեկատվական կենտրոն կոչվող ստի ու կեղծիքի ֆաբրիկային թմրեցնելու հասարակության զգոնությունը, ստեղծելու հաղթելու կեղծ պատրանք:

Ամենայն պատասխանատվությամբ հայտարարում եմ, որ հայտարարված ռազմական դրությունը ոչ մի կապ չուներ Հայաստանի և հայ ժողովրդի ավտանգության հետ, այլ հետապնդում էր բացառապես մեկ նպատակ՝ անխափան և առանց ներքին ռիսկերի իրականացնել Շուշին առանց մարտերի Ադրբեջանին հանձնելու ՆԻԿՈԼ ՓԱՇԻՆՅԱՆԻ ՍՏԱՆՁՆԱԾ ՀԱՆՁՆԱՌՈՒԹՅՈՒՆԸ:

Իսկ թե երբ, որտեղ և ում առջև է Փաշինյանը ստանձնել Արցախը Ադրբեջանին հանձնելու հանձնառությունը, մենք կիմանանք շատ շուտով՝ ՊԵՏԱԿԱՆ ԴԱՎԱՃԱՆՈՒԹՅԱՆ հիմքով հարուցվելիք քր. գործի նախաքննության արդյունքում:

Կիմանանք նաև, թե ԻՆՉԻ ԴԻՄԱՑ Է նա ստանձնել այդ հանձնառությունը, և ովքեր են նրան օգնել այդ հանձնառությունը իրագործելու գործում»:
