Դեկտեմբերի 10-ին աշխարհը տոնում է մարդու իրավունքների միջազգային օրը՝ հենված համամարդկային արժեհամակարգի ու երազանքների վրա:

Այս տարի դեկտեմբերի 10-ը մենք դիմավորում է ծանրագույն մարտահրավերների պայմաններում։ Այս մասին «Պարտված, մերժված իշխանություն չունենալը ևս մարդու իրավունք է» վերտառությամբ հոդվածում նշել է «Այլընտրանքային նախագծեր խմբի» անդամ Էլինար Վարդանյանը։

Հոդվածն ամբողջությամբ ներկայացնում ենք ստորև՝

«Մենք մարդու իրավունքների պաշտպանության օրը դիմավորում ենք բազմաթիվ խախտված իրավունքներով և խեղված ճակատագրերով։ Անհեռանկար և անպատասխանատու քաղաքականության հետևանքով հրահրված պատերազմի արդյունքում ադրբեջանական զինված ուժերի կողմից համատարած խախտվեցին մեր հայրենակիցների իրավունքները՝ ուղեկցված առանձնակի դաժանություններով, խոշտանգումներով ու անմարդկային վերաբերմունքի դրսևորումներով:

Իսկ երկրի ներսում պատերազմի հետևանքով ստեղծված անվտանգային և մարդասիրական ճգնաժամի պայմաններում մարդու իրավունքների մարտահրավերների ոչ պատշաճ դիմագրավումը պայմանավորված է մեր իշխանության շարունակական անգործությամբ և անկարողությամբ։Մարդու արժանապատվության նկատմամբ հարգանքը, նրա յուրաքանչյուր իրավունքի պաշտպանությունը հատկապես պետության և պետական իշխանության կարևորագույն առաքելությունն է։ Ցավոք, այսօր իշխանությունը վերածվել է սեփական քաղաքացիներից ոստիկանական ուժերի միջոցով պաշտպանվող համակարգի։

Բացի համընդհանուր իրավունքներից մենք իրավունքն ունենք չունենալ պարտված, մերժված, երկիրը պատերազմի տանող, հինգ հազար երիտասարդ զոհած և տասը հազար վիրավոր տված իշխանություն։ Դա ևս մարդու իրավունք է։

Իր գործողությունների հետևանքները չգիտակցող, աններելի սխալների հետևանքով հասարակությունը բզկտելու, երկիրը պատերազմի առաջ բացելու, երկիրը տնտեսական, սոցիալական, անվտագության ճգնաժամի հասցրած, նոր ռիսկերը գնահատելու անընդունակ իշխանություն չունենալը ևս մարդու իրավունք է։

Գերիների և անհետ կորածների հարցում անգործունակ, ոչինչ չանող իշխանություն չունենալը ևս մարդու իրավունք է։

Ի վերջո ստորացված, ծաղրի առարկա դարձած երկրի ղեկավար չունենալը ևս մարդու իրավունք է։

Այս իրավունքները պետք է գիտակցել և հարգել, և ոչ թե ոտնահարել ոստիկականական բիրտ ուժով։ Յուրաքանչյուրս պետք է ամեն ջանք գործադրենք, որպեսզի լիարժեք իրացնենք և պաշտպանենք մեր իրավունքները»։
