Կառավարությունը հավանություն տվեց «ՀՀ քաղաքացիական օրենսգրքում լրացում և փոփոխություն կատարելու մասին» ՀՀ օրենքի նախագծի վերաբերյալ կառավարության օրենսդրական նախաձեռնությանը: Օրենքի նախագծի ընդունումը պայմանավորված է 2020 թ. սեպտեմբերի 27-ից Ադրբեջանի կողմից սանձազերծած ռազմական գործողությունների կապակցությամբ անհետ կորած զինծառայողներին և այլ քաղաքացիներին (ներառյալ՝ ՀՀ պաշտպանությանը մասնակցող կամավորականների) դատական կարգով անհետ բացակայող կամ մահացած ճանաչելու ժամկետները հստակեցնելու անհրաժեշտությամբ:

Օրենքի նախագծի համաձայն նախատեսվում է ռազմական գործողությունների կապակցությամբ անհետ կորած զինծառայողին կամ այլ քաղաքացուն դատական կարգով անհետ բացակայող ճանաչելու վերաբերյալ դիմում ներկայացնելու հնարավորություն ընձեռել զինծառայողի կամ այլ քաղաքացու գտնվելու վայրի մասին երեք ամսվա ընթացքում տեղեկություններ չլինելու դեպքում, ինչպես նաև նույն պայմաններում անհետ կորածին դատարանի կողմից մահացած ճանաչելու ժամկետը երկու տարվա փոխարեն սահմանել մեկ տարի՝ ռազմական գործողությունների ավարտից հետո, ինչպես նաև նախատեսվում է, որ օրենքի գործողությանը տրվում է հետադարձ ուժ՝ 2020թ. սեպտեմբերի 27-ից: Օրենքի ընդունումը կապահովի ռազմական գործողությունների ժամանակ (կամ հետևանքով) անհետ կորած զինծառայողների և այլ քաղաքացիների ընտանիքների անդամների համար օրենսդրությամբ սահմանված սոցիալական երաշխիքների կիրառման գործընթացն իրականացնել առավել սեղմ ժամկետներում:
