Հայրենիքի փրկության շարժման իրավական հանձնախումբը հայտարարություն է տարածել, որտեղ նշվում է, որ այս օրերին հանձնում են նաեւ այն տարածքները, որոնց մասին որեւիցե խոսք չկար նոյեմբերի 9-ի տխրահռչակ փաստաթղթի մեջ:

Հայտարարությունը ներկայացնում ենք ստորեւ.

«Սիրելի Հայրենակիցներ,

Հայաստանի Հանրապետությունում իշխանությունը զավթած դավաճանական ռեժիմը` նիկոլ փաշինյանի գլխավորությամբ, այս օրերին հանձնում է նաեւ այն տարածքները, որոնց մասին որեւիցե խոսք չկար նոյեմբերի 9-ի տխրահռչակ փաստաթղթի մեջ:

Նոյեմբերի 9-ին ստորագրված կապիտուլացիայի հայտարարության առաջին կետի համաձայն «Ադրբեջանական Հանրապետությունը եւ Հայաստանի Հանրապետությունը, այսուհետ՝ Կողմեր, կանգ են առնում իրենց զբաղեցրած դիրքերում»

Հայտարարության մեջ ադրբեջանին հանձնվող տարածքները ներկայացվում են հայտարարության բացառապես 2-րդ եւ 6-րդ կետերով, ուր խոսքը գնում է միմիայն Ակնայի (Աղդամ), Քարվաճառի (Քելբաջար) շրջանների եւ Քաշաթաղի շրջանի Բերձորի հատվածի (Լաչինի նախկին շրջան) հանձման մասին:

Այս հայտարարության մեջ որեւէ կետում անգամ ակնարկ չկա Կուբաթլիի եւ Զանգելանի նախկին շրջանների ամբողջական հանձնման մասին, ընդ որում նոյեմբերի 10-ի դրությամբ պահպանվում էին այդ շրջաններից որոշակի մասեր եւ կարեւորագույն դիրքեր, որոնք երաշխավորում էին Սյունիքի, այդ թվում`Գորիս-Կապան ավտոճանապարհի եւ Կապան քաղաքի հարակից գյուղերի անվտանգությունը:

Դավաճանի կողմից Կուբաթլիի եւ Զանգելանի նախկին շրջանների ամբողջական հանձնումը, որը ակնհայտ դուրս է կապիտուլյացիայով ստանձնած պարտավորությունների շրջանակից, վկայում է ,որ այս դավաճանական ռեժիմը փորձում է ոչ միայն խայտառակ ձեւով մեկընդմիշտ փակել Արցախի հարցը, այլեւ կախվածության մեջ դնել Հայաստանի Հանրապետության անվտանգությունը ադրբեջանի քմահաճուքից՝հանձնելով Զանգելանի եւ Կուբաթլիի նախկին շրջաններից մնացած հատվածները, որոնք Սյունիքի անվտանգության երաշխիքներ էին, մինչդեռ նման պահանջ անգամ նոյեմբերի 9-ի եռակողմ հայտարարության մեջ չկար։

Զորքերը, ըստ տխրահռչակ հայտարարության, մնում էին իրենց զբաղեցրած դիրքերում, բացառությամբ Ակնայի (Աղդամ), Քարվաճառի(Քելբաջար) շրջանների եւ Քաշաթաղի շրջանի Բերձորի հատվածի (նախկին Լաչինի շրջան), ինչն էլ հիմք ընդունելով, զինված ուժերը, հատկապես կամավորականները, անսասան կանգնած են եղել նշված դիրքերում։ Սակայն հայրենանվեր ուժերին հարկադրում են նորանոր տարածքներ զիջելով նահանջել՝ փոխանցելով Հայաստանի իշխանության հրահանգը, ինչը, անխոս, ստվերային համաձայնության արդյունք է։

Սա ոչ այլ ինչ է, քան պետական դավաճանության հերթական բացահայտ դրսեւորում»:
