Զոհված զինծառայողի հարազատները չեն կարողանում ստանալ նրա մահվան վկայականը. զոհվածին Երեւանի դատաբժշկական կենտրոնից դուրս գրելիս հարազատներին ասել են՝ «գնացե՛ք, հետո կգաք, արձանագրություն կտանք, հիմա չենք հասցնում»։ Այս մասին Facebook-ի իր էջում գրել է ԼՀԿ խմբակցության պատգամավոր Աննա Կոստանյանը, ով նաեւ տեղադրել է ԱԺ-ում իր ունեցած ելույթի տեսագրությունը:

Նա իր ելույթում նշել է. «Այս պատերազմում զոհված զինծառայողների քաղաքացիական անձանց դիահերձումներից հետո, պարզվում է՝ այս անձանց մահվան վկայականները չեն տրվում: Անհասկանալի է պատճառը թե ինչու:

Այս մասին քաղաքացիները օբյեկտիվ պատճառներով չեն բարձրաձայնում, որովհետեւ սգի մեջ են, մի փոքր էլ փորձում են պատկան մարմինների գործառույթների ծանրությունը հասկանալով ըմբռնումով մոտենալ, սակլայն որոշակի ժամանակ անցնելուց հետո պարզվում է, որ տվյալ անձի դիահերձման պայմանները, զոհվելու հանգամանքները, փաստը, ինչպես նաեւ ապացույցները, որ այդ մարդը զոհվել է պատերազմում, որեւէ կերպ հնարավոր չէ պարզաբանել:

Օրինակ, Հերացու փողոցում գտնվող դատաբժշկական կենտրոնում Մեծամորից ԴՆԹ անալիզի միջոցով անձի ինքնությունը հաստատված դիակը, որ տեղափոխվել է այս կենտրոն, ապա դուրս է գրվել, հարազատների կողմից հուղարկավորել է, այս պահին պարզվում է՝ հարազատները չեն կարող ստանալ մահվան վկայական, որովհետեւ դիահերձողը չի կարողանում հայտնաբերվել: Իսկ թե  ինչու, որեւէ լիազոր մարմին հոդաբաշխ բացատրություն տալ չի կարողանում:

Խնդրում եմ առողջապահության նախարարությանը, եթե տեղյակ չեն այս մասին, խստագույնս զբաղվեն եւ պարզեն, թե ինչպես է ստացվում, որ զոհվածների մահվան վկայականները չեն տրվում: Հուսով եմ՝ որեւէ այլ նպատակ այստեղ չի հետապնդվում: Եթե կան քաղաքացիներ, որոնք հանդիպել են նման իրավիճակների, դիմել ինձ»:
