Երեկ՝ 2021 թվականի հունվարի 7-ին Ադրբեջանի նախագահը 2020 թվականի ամփոփմանը վերաբերող իր ելույթում օգտագործել է ձևակերպումներ ու շեշտադրումներ, որոնք Ադրբեջանում հայատյաց քաղաքականության ու հայ ժողովրդի նկատմամբ թշնամանքի կազմակերպված քարոզի մաս են: Այս մասին ասվում է ՀՀ ՄԻՊ Արման Թաթոյանի տարածած հայտարարությունում։

«Մասնավորապես, ելույթում օգտագործվել են Հայաստանին ու հայաստանյան հասարակությանն ուղղված բացահայտ սպառնալիքներ, ողջ հայ ժողովրդին ահաբեկող ու արժանապատվությունը վիրավորող արտահայտություններ:

Խոսքը նաև վերաբերում է Արցախի մեկուսացմանը, դեպի Արցախ մարդասիրական օգնությունը խաթարելուն. սա իր հերթին ոտնահարում է միջազգային հանրահռչակ սկզբունքն առ այն, որ որևէ մեկը կամ որևէ մեկի իրավունք չպետք է անտեսվի` անկախ տարածքի քաղաքական կարգավիճակից:

Հայաստանի մարդու իրավունքների պաշտպանն անհրաժեշտ է հանարում արձանագրել, որ Ադրբեջանի նախագահի ելույթը պետք է դիտարկել այն համատեքստում, որ 2020 թվականի սեպտեմբեր-նոյեմբեր ամիսների պատերազմի ողջ ընթացքն ուղեկցվել է ադրբեջանական զինված ուժերի կողմից հայկական կողմի զինվորականների ու քաղաքացիական անձանց կյանքի ու առողջության, սեփականության և միջազգայնորեն ճանաչված մյուս իրավունքների կոպիտ խախտումներով, հայկական խաղաղ բնակավայրերին զանգվածային ավերածություններ պատճառելով: Նույնաբնույթ խախտումներ են արձանագրվել նաև այս պատերազմից առաջ` տարբեր ժամանակահատվածներում:

Այս ելույթի ձևակերպումներն ու շեշտադրումները պետք է դիտարկել նաև այն դատապարտելի գործողությունների համատեքստում, որ վերջին օրերին կատարում են ադրբեջանցի զինվորականները մեր երկրի սահմանային բնակիչների ու, առհասարակ, մեր ժողովրդի նկատմամբ:

Դա հստակ է երևում ընդամենը մի քանի օրինակով, որոնք բխում են Հայաստանի մարդու իրավունքների պաշտպանին սահմանային բնակիչների հասցեագրած ահազանգերից, ինչպես նաև Պաշտպանի աշխատակազմի մշտադիտարկումից`

1) «Բարի գալուստ Ադրբեջան» նշագրումով ու ՀՀ տարածքի մասեր ընդգրկող քարտեզով ցուցանակի տեղադրումը Հայաստանի Սյունիքի մարզի երկու համայնքները` Գորիսն ու Որոտանն իրար միացնող ճանապարհի միջնամասում ու դա խաղաղ բնակիչներին ահաբեկող եղանակով կատարելը.

2) Սյունիքի խաղաղ բնակավայրերում քաղաքացիական տների վրա ադրբեջանական դրոշներ տեղադրելն ու խաղաղ բնակիչներին ակնհայտ վիրավորող տեսանյութեր հրապարակելը` նրանց նաև ահաբեկելու նպատակով և այլն:

Եվ խաղաղ բնակիչներին սադրող այս գործողություններն արվում են մարդկության դեմ ուղղված ու պատերզմական այն հանցագործությունների ֆոնին, որ այս պատերազմի ընթացքում կատարել են ադրբեջանական զինված ուժերը հայ ժողովրդի նկատմամբ:

Ուստի, հրավիրում եմ միջազգային հանրության ուշադրությունն այն փաստի վրա, որ Ադրբեջանի նախագահի 2021 թվականի հունվարի 7-ի ելույթի ձևակերպումներն ու շեշտադրումներնը որտնահարում են միջազգային մարդասիրական ու, առհասարակ, մարդու իրավունքների միջազգային իրավունքը:

Դրանք բացարձակ դատապարտելի են, որ շարունակում են պետական ամենաբարձր մակարդակով խրախուսել հայատյաց քաղաքականությունն ու թշնամանքը հայ ժողովրդի նկատմամբ»,– գրել է Թաթոյանը:
