Այս քառօրյայի ընթացքում Ազգային Ժողովը երկրորդ ընթերցմամբ և ամբողջությամբ ընդունեց Կրթության մասին օրենքում փոփոխությունների նախագիծը։ Այս մասին հայտնում է ԿԳՄՍ փոխնախարար Ժաննա Անդրեասյանը։

«Ստեղծվեցին Կրթության կառավարման տեղեկատվական համակարգի, կրթության ոլորտում վարչական ռեգիստրների վարման ամբողջական իրավական հիմքերը։ Կրթության կառավարման տեղեկատվական համակարգի վարման կարգը, ըստ այդմ, կհաստատվի մինչև 2021 թվականի հունիսի 30-ը։ Այս տարվա ընթացքում կրթության կառավարման տեղեկատվական համակարգի առանձին համակարգեր են գործելու՝ պարտադիր կրթությունից դուրս մնացած երեխաների հաշվառման, կրթության առանձնահատուկ պայմանների կարիք ունեցող երեխաների տվյալների համակարգերը։ Ամբողջությամբ գործարկվելու են նախնական և միջին մասնագիտական հաստատությունների, ինչպես նաև նախադպրոցական հաստատությունների տեղեկատվական կառավարման ենթահամակարգերը։ Դպրոցների կառավարման տեղեկատվական համակարգում շարունակվելու է գործընթացների թվայնացումը. հերթում հաջորդը ատեստատների տրամադրման, ուսուցիչների վերապատրաստման և ատեստավորման գործընթացներն են։

Կրթության ոլորտում հաստատությունների ֆինանսավորման դրույթներում իրականացվեց փոփոխություն՝ սովորողի թվով հաշվարկի պահանջը փոխարինվեց ըստ հաստատության տիպի, իրականացվող կրթական ծրագրերի առանձնահատկությունների սահմանմամբ, որը թույլ է տալիս ֆինանսավորումը հաշվարկել և իրականացնել սովորողի կամ խմբի թվով։ Մասնավորապես, հանրակրթության ոլորտում արդեն իսկ շրջանառված և լայնորեն քննարկված է ֆինանսավորման նոր կարգը, որով սովորող թվից անցում է կատարվում այլ գործոնների հիման վրա, այդ թվում՝ դասարանների թվով ֆինանսավորմամբ։ Այս կարգի արդյունքում մասնավորապես, դպրոցները այլևս շահագրգռված չեն լինի դասարանները կոմպլեկտավորել առավելագույն թվով աշակերտներով, կոմպլեկտավորումը կիրականացնեն ավելի փոքր թվով աշակերտներով, ինչն ակնհայտորեն կարող է նպաստել կրթության որակի բարձրացմանը։ Օրենքի փոփոխությունից հետո հնարավոր կդառնա ֆինանսավորման նոր կարգի ընդունումը։

Հստակեցվեց կրթության ոլորտում վերահսկողական գործառույթի իրականացումը՝ այն ամբողջապես ամրագրելով տեսչական մարմնի նկատմամբ։ Միաժամանակ, տեսչական մարմնի գործառույթներում շեշտադրվել է նաև աջակցող-խորհրդատվական և կանխարգելիչ գործառույթը»,-իր ֆեյսբուքյան էջում գրել է Անդրեասյանը։
