ԵԽ-ն խստորեն դատապարտում է Թուրքիայի կործանարար դերակատարումը Լեռնային Ղարաբաղում պատերազմի ընթացքում

Եվրոպական Խորհրդարանը խստորեն դատապարտում է Թուրքիայի կործանարար դերակատարումը Լեռնային Ղարաբաղում պատերազմի ընթացքում: Այս մասին տեղեկացնում են ՀՅԴ Հայ դատի Եվրոպայի գրասենյակից:

«Այս շաբաթ Եվրոպական Խորհրդարանն ընդունեց թվով երեք զեկույցներ, այդ թվում՝ ԵՄ ընդհանուր արտաքին և անվտանգային քաղաքականության (CFSP) և ԵՄ ընդհանուր անվտանգային և պաշտպանական քաղաքականության (CSDP) տարեկան զեկույցները։

ՀՅԴ Հայ դատի Եվրոպայի գրասենյակը ողջունում է այս երեք զեկույցները, որտեղ կարևոր հարցեր են բարձրացվում։ Օրինակ, CFSP-ն նախատեսում է, որ խաղաղության հասնելու և Լեռնային Ղարաբաղի տարածաշրջանի ապագա կարգավիճակը որոշելու գործընթացը պետք է ղեկավարվի ԵԱՀԿ Մինսկի խմբի կողմից և հիմնված լինի կարգավորման հիմնարար սկզբունքների վրա:

Զեկույցը նաև ընդգծում է Արցախում հայ բնակչության և մշակութային ժառանգության անվտանգությունն ապահովելու, ինչպես նաև հումանիտար օժանդակության տրամադրման հրատապ անհրաժեշտությունը։

Եվրոպական Խորհրդարանն ընդհանուր առմամբ նաև խստորեն քննադատում է Թուրքիայի կործանարար դերը պատերազմի ընթացքում, ինչպես նաև Սիրիայից օտարերկրյա ահաբեկիչների փոխադրումը Լեռնային Ղարաբաղ և Ադրբեջանին օժանդակելը։

Մեկնաբանելով զեկույցները՝ ՀՅԴ Հայ դատի Եվրոպայի գրասենյակի գործադիր տնօրեն Հեղինե Էվինյանը նկատում է․ «Որպես կազմակերպություն, որն ակտիվորեն իրազեկվածության բարձրացման աշխատանքներ է իրականացնում Եվրախորհրդարանի անդամների շրջանում, մեզ համար պարզ է, որ խորհրդարանականների ճնշող մեծամասնությունը, ի դեմս Ադրբեջանի և Թուրքիայի, շատ լավ գիտի, թե ովքեր են ագրեսորները: Եվրախորհրդարանականներից շատերը նաև հրապարակավ պահանջել են խիստ և կոնկրետ միջոցներ ձեռնարկել այս երկրների դեմ»։

Այնուհետև Էվինյանն ավելացնում է․ «Բայց, ցավոք, մենք ականատես ենք լինում Եվրոպական խորհրդարանի և ԵՄ գործադիր իշխանության մարմինների միջև խիստ անջրպետված դիրքորոշումների: Դա պարզ դարձավ Եվրախորհրդարանի լիագումար նիստերի ընթացքում, 2020 թվականի հոկտեմբերին, երբ պատերազմը դեռ մոլեգնում էր Ղարաբաղում: Եվրախորհրդարանի պատգամավորները հանդես եկան խիստ և քննադատական ելույթներով ԵՄ բարձր ներկայացուցիչ Բորելի ներկայությամբ: Բայց բառերը կշիռ են ստանում, երբ դրանց հետևում են բովանդակային և համապատասխան գործողություններ: Եվրոպական հանձնաժողովը և կառավարությունները պետք է միջոցներ ձեռնարկեն, երբ ընտրված խորհրդարանականները մտահոգություններ են հայտնում: Հակառակ դեպքում, դա հանգեցնում է հիասթափության, առաջացնում է հարցեր արժանահավատության և ցավոք նաև մարդու իրավունքների ու արժեքների պահպանման վերաբերյալ, ինչով Արևմուտքը հպարտանում է: Այս իմաստով դեռ կա ճանապարհ, որը թույլ է տալիս փոքրացնել խոսքերի և գործողությունների միջև եղած անջրպետը»։       

Իբրև եվրոպահայ կազմակերպություն՝ ՀՅԴ Հայ դատի Եվրոպայի գրասենյակը շարունակելու է այս ուղղությամբ աշխատանքները՝ ուշադրության կենտրոնում պահելով Լեռնային Ղարաբաղի բնիկ հայկական բնակչության հիմնական իրավունքները»։
