Ազգային ժողովի «Բարգավաճ Հայաստան» խմբակցության պատգամավոր, ԵԽԽՎ-ում ՀՀ պատվիրակության անդամ Միքայել Մելքումյանը ելույթ է ունեցել Ստրասբուրգում մեկնարկած ԵԽԽՎ ձմեռային նստաշրջանում:

«Հարգելի՛ գործընկերներ, ներկայումս մեր վեհաժողովի անդամ երկրներից մեկն անընդհատ ոտնահարում է իր կանոնադրական իրավունքները, և դա՝ կազմակերպությանն անդամակցելու առաջին օրվանից: Այդ անդամ երկիրն Ադրբեջանն է: Ըստ մեր կազմակերպության կանոնադրության՝ «Եվրոպայի խորհրդի նպատակն է սերտ միություն հաստատել իր անդամների միջև՝ պահպանելու և խթանելու համար նրանց համընդհանուր ժառանգություն հանդիսացող իդեալներն ու սկզբունքները…»: Այդ դեպքում ի՞նչը կարող է ավելի մեծ խոչընդոտ լինել Եվրոպայի խորհրդի անդամների միասնության համար, քան պատերազմը:

Երբ Ադրբեջանը դարձավ Եվրոպայի խորհրդի անդամ, ստանձնեց Լեռնային Ղարաբաղի հակամարտությունը բացառապես խաղաղ ճանապարհով կարգավորելու լրացուցիչ պարտավորությունը: Ավելին, վեհաժողովը պնդել էր, որ այդ պարտավորությունն ամրագրվի թղթի վրա: Այնուամենայնիվ, այս վեհաժողովը շատ թույլ արձագանքեց Ադրբեջանի կողմից Լեռնային Ղարաբաղի ժողովրդի դեմ սանձազերծած սարսափելի պատերազմին: Ակնհայտ է, որ դա Ադրբեջանի կողմից իր ստանձնած պարտավորությունների միակ լուրջ ոտնահարումը չէր:

Մենք բոլորս տեղյակ ենք մարդու իրավունքների պաշտպանների, ակտիվիստների, հասարակական կազմակերպությունների վիճակի մասին, որոնց նկատմամբ վերաբերմունքն ակնհայտորեն ոտնահարում է Եվրոպայի խորհրդի կանոնադրության 3-րդ հոդվածը: 20 տարուց ի վեր իրավիճակը նույնն է նաև քաղբանտարկյալների հարցում: Այո՛, գործընկերներ, քաղբանտարկյալների հարցով զբաղվելը նույնպես Ադրբեջանի անդամակցության պարտավորությունների մասն էր, և այստեղ խոսքը միայն անցյալ տարի մեր կողմից ընդունված բանաձևի մասին չէ, ոչ էլ այն բանաձևի, որը վեհաժողովը չի ընդունել Ադրբեջանի «խավիարային դիվանագիտության» պատճառով:

Եվրոպայի խորհրդի անդամ պետությունը՝ Ադրբեջանը, ռազմական ագրեսիա է իրականացնում Եվրոպայի խորհրդի մեկ այլ անդամ պետության՝ Հայաստանի նկատմամբ: Ռազմական ագրեսիայի հետևանքով կան հազարավոր զոհեր, հաշմանդամներ, հարյուրավոր ռազմագերիներ, չնայած նրան, որ Հայաստանի Հանրապետություն-Ռուսաստանի Դաշնություն -Ադրբեջան եռակողմ հայտարարության մեջ հստակ ամրագրված է, որ գերիները պետք է վերադարձվեն «բոլորը բոլորի դիմաց» սկզբունքով:

Ըստ էության, այդ հարցը չի լուծվել, և մեր հայրենակիցներն Ադրբեջանում հայտնվել են պատանդի կարգավիճակում: Իսկ հիմա հարց Ձեզ՝ իսկ ի՞նչ է արել Եվրոպայի խորհուրդը, Եվրոպան, կասե՞ք ինձ: Եվ հետո, եթե նման վայրագություններ կատարվեին, ասենք, եվրոպական երկու կամ երեք պետությունների միջև, դուք ինչպիսի՞ արձագանք կտայիք: Ինձ համար, որպես ԵԽԽՎ անդամ պետության պատվիրակության անդամ, շատ անհասկանալի է մնում այն, թե 44-օրյա այս պատերազմի օրերին այդքան զոհերի և ավերածությունների ակնհայտ իրողությունների պայմաններում ինչո՞ւ եվրոպական կառույցները գտնվեցին այդքան հեռու:

Կարո՞ղ եք բացատրել՝ ի՞նչն էր ձեզ պահում այդքան սառը և հեռու: Եվրոպական օրենքները, նիստուկացը, բարքերը, ավանդույթները… ի՞նչը: Այսինքն, կա՛մ Եվրոպան ցանկություն չունի կանգնեցնելու այդ մարդասպանությունները, կամ էլ անկարող է: Եվրոպան պետք է փոխվի: Քանի որ մենք ընդունում ենք այս բանաձևը և, հետևաբար, մեր կանոնակարգում փոփոխություններ ենք կատարում, ապա մենք պետք է քննարկենք Ադրբեջանի դեմ համատեղ ընթացակարգ սկսելու հարցը»,- ասել է Մելքումյանը:
