Հայաստանում առաջին անգամ տրանսֆերային գնագոյացման ստուգում կիրականացվի։ Պետական եկամուտների կոմիտեում կայացել է հանդիպում «Վեոլիա ջուր» ՓԲԸ ներկայացուցիչների հետ, որոնց համաձայնությամբ ընկերությունը մասնակցելու է փորձնական ծրագրի։ Պետական եկամուտների կոմիտեի և Իտալիայի հարկային ծառայության աշխատակիցները համատեղ պիլոտային ստուգում են անցկացնելու, ինչը կազմակերպության համար հարկային որևէ հետևանք չի առաջացնելու։ Տնտեսական համագործակցության և զարգացման կազմակերպության «Հարկային տեսուչներ առանց սահմանի» ծրագրի շրջանակում նախատեսված փորձնական ստուգումը Հայաստանի հարկային մարմնին հնարավորություն կտա իտալացի գործընկերների աջակցությամբ զարգացնել տրանսֆերային գնագոյացման ստուգումներ իրականացնելու կարողությունները։ Այն միաժամանակ ուսուցողական կլինի «Վեոլիա ջուր» ՓԲԸ համար՝ վերահսկվող գործարքների մասին հարկային մարմին ծանուցումներ ներկայացնելու և այլ կարգավորումների մասին իրազեկվելու առումով։

Ընտրությունը կայացվել է ռիսկերի վերլուծության արդյունքում նախնական առանձնացված 15 կազմակերպությունների միջից։ Պիլոտային ստուգումն անցկացվելու է իրական ստուգման կանոնների համաձայն․ ուսումնասիրվելու են համապատասխան փաստաթղթերը, վերլուծությունների արդյունքում վերհանվելու են ռիսկերը և քննարկվելու են հարկ վճարողի հետ։

Ծրագիրը հարկ վճարողների կամավոր կարգապահության բարձրացմանը միտված ՊԵԿ-ի համար առաջնային միջոցառումներից է։ Այն առանձնանում է հարկային մարմին-հարկ վճարող համագործակցության բարձր մակարդակով ու թափանցիկությամբ։

Գործընթացի մեկնարկման համար ՀՀ պետական եկամուտների կոմիտեի նախագահ Էդվարդ Հովհաննիսյանը և «Վեոլիա ջուր» ՓԲԸ գլխավոր տնօրեն Մարիաննա Շահինյանը հուշագիր են ստորագրել։

Հայաստանում տրանսֆերային գնագոյացման կարգավորումները գործում են 2020 թվականի հունվարի 1-ից։ Պիլոտային ստուգման ծրագիրը կդառնա հիմք՝ տրանսֆերային գնագոյացման ստուգումների համակարգը ներդնելու և հետագայում իրական ստուգումներ անցկացնելու համար։
