ՀՀ ազգային ժողովի ընդդիմադիր երկու խմբակցությունները չեն հասկանում արտահերթ նիստով կառավարության ներկայացրած նախագծերի քննարկման հրատապության իմաստը, կարևորությունը, կարծում են, թե այդ նախագծերով իշխանությունը փորձում է կեղծ օրակարգ ձևավորել: Ընդդիմադիրները նման տեսակետ հայտնեցին ԱԺ արտահերթ նիստում:

ՀՀ արդարադատության նախարար Ռուստամ Բադասյանը ներկայացնելով օրակարգում ընդգրկված երկու հարցերից մեկը՝ «Հայաստանի Հանրապետության դատական օրենսգիրք» սահմանադրական օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին և կից ներկայացված օրենքների նախագծերի փաթեթը՝ մասնավորապես նշեց. «Նախագծի ընդունման հրատապությունը պայմանավորված է դատավորների թվաքանակի ավելացման և դրանով քրեական մասնագիտացման դատավորների ծանրաբեռնվածությունը թեթևացնելու, ինչպես նաև միջդատական քրեական վարույթի գործերի քննության արդյունավետությունը բարձրացնելու անհրաժեշտությամբ»:

ԼՀԿ-ից Տարոն Սիմոնյանը նշեց՝ նախագծերի հրատապ քննարկման անհրաժեշտության իմաստը չի հասկանում: Նա հավելեց, որ եթե բերվեր նախագիծ, օրինակ «Զենքի մասին» օրենքում փոփոխություններ կատարելու մասին, բանակաշինության բնագավառում արմատական փոփոխություններ կատարելու մասին կհասկանար, բայց արտահերթ նիստի օրակարգում ընդգրկված նախագծերի հրատապությունը չի հասկանում: «Մեր այսօրվա առաջնահերթությունն անվտանգային խնդիրն է դարձել»,-ասաց պատգամավորը:

Բադասյանն արձագանքեց՝ 1.5 տարի է, ինչ քննարկվում է դատական համակարգի ծանրաբեռնվածության հարցը, ասվում է, որ համակարգը ծանրաբեռնված է, գործերի քննությունը երկար է տևում, ինչու կառավարությունը միջոցներ չի ձեռնարկում: «Հիմա մենք մոտ ենք այդ հարցը լուծելուն: Դրա համար էլ հրատապ է»,-ասաց նա:
