«Հայրենիքի փրկության շարժում»-ից հայտնում են.

«Հայաստանում որևէ իշխանության օրոք պետականորեն հայրենադարձության լուրջ ծրագիր չի դրվել: Այս հարցն այսօր բարձրացրել են մի խումբ հայրենադարձներ Վազգեն Մանուկյանի հետ հանդիպման ժամանակ:

Հայրենադարձության և ինտեգրման հիմնախնդիրներով զբաղվող «Վերադարձ Հայաստան» կազմակերպության և ՀՅԴ Հայրենադարձության խորհրդատվական գրասենյակի ղեկավարներն ու ներկայացուցիչները խոսել են Սփյուռքի խնդիրների, հայրենադարձության գաղափարախոսության նկատմամբ Հայրենիքում և Սփյուռքում առկա ընկալումների, Հայաստան-Սփյուռք փոխհարաբերությունների մասին, քննարկել այն հարցը, թե ի՞նչ անել, որ Սփյուռքում ապրող հայը վերադառնա Հայաստան:

Ամենակարևորն, ըստ ներկաների, խնդիրն ազգային և պետական օրակարգ բերելն է:

«Հայաստանը նախ պետք է ունենա տեսլական, որի մեջ ներառված կլինի նաև հայրենադարձությունը: Պետք է ձևակերպվեն հայրենադարձության խնդիրներն ու նպատակները, որից հետո նոր հնարավոր կլինի մշակել ծրագրեր ու ռազմավարություն»,-ասել է Մանուկյանը:

Նա նշել է, որ դեռևս 1988 թվականի Շարժման ժամանակ այդ հարցերը եղել են ապագա կառավարության օրակարգում, քննարկվել են աշխարհով մեկ հայկական կառույցների ձևավորման, համաշխարհային ազգի գաղափարները, որոնց մեջ կարևորվել է նաև հայրենադարձության հարցը:

Հայրենադարձության պետական քաղաքականությունը պետք է հենված լինի ոչ միայն հայրենասիրական և զգացական դաշտի վրա, այլև բխի չոր տնտեսական հաշվարկների, երկրի անվտանգային, ժողովրդագրական, մարդկային ու մասնագիտական ռեսուրսների համալրման և այլ խնդիրներից:

Այս տեսակետն են հայտնել հայրենադարձները, որոնք իրենց փորձի հիման վրա ներկայացրել են նաև խնդիրները, որոնք խոչընդոտում են Հայրենիք վերադարձին, իսկ վերադառնալուց հետո՝ ինտեգրմանը:

Այդ խնդիրներից մեկն էլ, ըստ ներկաների, պետական հստակ ծրագրերի, օրենսդրական դաշտի բացակայությունն է:

Վազգեն Մանուկյանը ներկաներին առաջարկել է կազմել փաստաթուղթ, որը Հայաստանի ապագա իշխանությունների համար կարող է դառնալ հիմք և ուղենիշ հայրենադարձության հայեցակարգի մշակման և հետագա գործընթացները կազմակերպելու համար»:
