Մարդու իրավունքների պաշտպանի աշխատակազմն ամփոփել և Ազգային ժողով ու Կառավարություն է ուղարկել օրենսդրական նախագծերի փաթեթ, որով առաջարկվում է գրքերի բոլոր տեսակների վաճառքը, ինչպես նաև գրքերի տպագրության համար անհրաժեշտ հումքի ներմուծումն ազատել ավելացված արժեքի հարկից (ԱԱՀ)։

Նախագծերով առաջարկվում է ավելացված արժեքի հարկից ազատման արտոնություններչտարածել ազգային, ռասայական, կրոնական ատելություն բորբոքող, բռնություն կամ պատերազմ քարոզող, ինչպես նաև պոռնկագրական նյութերի վաճառքի նկատմամբ։

Ներկայիս կարգավորումներով ԱԱՀ-ից ազատման արտոնություններ սահմանված են դպրոցական գրքերի և նոտայի տետրերի, նկարչական ալբոմների, մանկական և դպրոցական գրականության, բայց ոչ գրական-գեղարվեստական, հասարակական-քաղաքական կամ այլ բովանդակությամբ տպագիր կամ էլեկտրոնային գրքերի համար։

Առաջարկվող փոփոխությունը կարևոր խթան կհանդիսանա գրքերի տպագրության ծավալների ընդլայնման և տպագիր կամ էլեկտրոնային գրքերի գների նվազեցման համար։ Նման փոփոխության համար հիմք է հանդիսացել նաև Մարդու իրավունքների պաշտպանի աշխատակազմի գործարարության ոլորտում իրավունքների պաշտպանության բաժնի միջազգային փորձի ուսումնասիրությունը:
Ազգային ժողով եւ Կառավարություն, մասնավորապես, ուղարվել են նախագծերը, դրանց ընդունման հիմնավորումները եւ ամփոփաթերթերը՝ սահմանված կարգով ընթացք տալու համար:
