ԵՄ դիվանագիտության ղեկավար Ջոզեպ Բորելը կարծում է, որ իր այցը Մոսկվա փետրվարի 4-6-ը ցույց տվեց Ռուսաստանի հետաքրքրությունը կազմակերպության հետ հարաբերությունների կարգավորման հարցում: «Այս շաբաթ ես ուղևորվել եմ Մոսկվա՝ դիվանագիտության օգնությամբ ստուգելու՝ արդյո՞ք Ռուսաստանի կառավարությունը շահագրգռված է վերացնելու տարաձայնությունները և մեր հարաբերությունների բացասական միտումը: Մեր հանդիպման արձագանքը հստակ ցույց է տալիս իրադարձությունների զարգացումը այլ ուղղությամբ»,֊ասել է Բորելը Ռուսաստան այցից հետո։ Ըստ նրա՝ «այցի ընթացքում ագրեսիվորեն կազմակերպված մամուլի ասուլիսը և ԵՄ երեք դիվանագետների արտաքսումը վկայում են այն մասին, որ Ռուսաստանի իշխանությունները չէին ցանկանում օգտվել ԵՄ-ի հետ առավել կառուցողական երկխոսության այս հնարավորությունից»: «Չնայած սա անակնկալ չէ, բայց ցավալի է, և, համարձակվում եմ ասել, որ այն ցավալի է նաև Ռուսաստանի ռազմավարական տեսանկյունից: Որպես ԵՄ երկիր՝ մենք պետք է մտածենք հետևանքների մասին, մտածենք, թե ցանկանո՞ւմ ենք զարգացնել մեր հարաբերությունները Ռուսաստանի հետ և գործել միասին և վճռական», ասել է Բորելը: Նրա խոսքով՝ ինքը «վերադարձել է Բրյուսել խորը մտահոգությամբ ռուսական հասարակության զարգացման հեռանկարների և Ռուսաստանի աշխարհառազմավարական ընտրության վերաբերյալ»:
