ՀՀ տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովը, հաշվի առնելով Հայաստանի Հանրապետությունից դեպի Ռուսաստանի Դաշնություն և հակառակ ուղղությամբ իրականացվող թռիչքների ավիատոմսերի գների բարձրացումների մասին մամուլում առկա հրապարակումներն ու թեժ գծով ստացված բողոքները, սեփական նախաձեռնությամբ ուսումնասիրություն է իրականացրել այդ ոլորտում:

Ուսումնասիրության արդյունքում պարզվել է, որ ավիատոմսերի գների բարձրացումը մի կողմից պայմանավորված է օտարերկրյա խոշոր ավիափոխադրող ընկերությունների կողմից կիրառվող թվային ավտոմատացված համակարգերի տնտեսական գործոնների վերլուծման արդյունքների հետ, իսկ մյուս կողմից՝ զգալի բարձր պահանջարկով պայմանավորված ՀՀ ավիափոխադրող կազմակերպության՝ «Ավիակոմպանիա Արմենիա» ՍՊԸ-ի առավել էժան արժեք ունեցող ավիատոմսերի սպառմամբ։

Մասնավորապես՝ ՀՀ ռեզիդենտ «Ավիակոմպանիա Արմենիա» ՍՊԸ-ի ներկայացրած տեղեկատվության համաձայն՝ 2021 թվականի փետրվարի 1-ին Հայաստանի Հանրապետության քաղաքացիների համար Ռուսաստանի Դաշնության օդային սահմանները բացվելու կապակցությամբ այդ ուղղությամբ տոմսերի նկատմամբ պահանջարկը կտրուկ աճել է, որի հետևանքով տոմսերի իրացման էլեկտրոնային համակարգում առկա ցածր գներով տոմսերը, որոնք դասակարգված են ըստ աճման կարգի՝ սահմանափակ քանակով, մինչև փետրվարի 1-ը գրեթե ամբողջությամբ սպառվել են, և վաճառքում հասանելի են եղել միայն բիզնես կարգի ավիատոմսեր:

Ինչ վերաբերում է Ռուսաստանի Դաշնության ռեզիդենտ ընկերություններին, ապա հարկ է նշել, որ վերջիններիս գործունեության նկատմամբ վերահսկողությունը դուրս է հանձնաժողովին օրենսդրությամբ վերապահված լիազորությունների շրջանակից և գտնվում է Եվրասիական տնտեսական հանձնաժողովի լիազորությունների ներքո:

Այնուամենայնիվ, հանձնաժողովը նախկինում ևս առնչվել է ավիատոմսերի գների բարձրացման երևույթին, ինչի կապակցությամբ Եվրասիական տնտեսական հանձնաժողովի գործընկերների միջոցով փորձել է պարզել ավիատոմսերի գների ձևավորման մեխանիզմները, ինչպես նաև դրանց գների բարձրացումների պատճառները: ԵՏՀ ուսումնասիրության շրջանակում արձանագրվել է, որ ավիաընկերությունների կողմից ավիատոմսերի սակագների ենթադասերի արդյունավետ կիրառման նպատակով օգտագործվում են եկամտաբերությունը կառավարող ծրագրային հավելվածներ: Ավիաընկերություններն ինքնուրույն են սահմանում սակագների խմբեր, որոնց շրջանակներում կարող են սահմանվել մի քանի ենթադասեր: Եկամտաբերության կառավարման ծրագրերը նախատեսում են ընտրված ուղղությամբ թռիչքների համար օդանավի նստատեղերի բաշխում՝ ըստ սակագնային դասերի, դրանց արժեքի սահմանում՝ կախված թռիչքի ուղղությունից և այլն: Բացի այդ, ավիափոխադրողների կողմից օգտագործվում են նաև ամրագրման, վաճառքի, նստատեղերի բաշխման, տոմսերի էլեկտրոնային գրանցման, ուղեբեռի գրանցման և այլ ծրագրեր: Նշված ծրագրերը աշխատում են փոխկապակցված կերպով և մեկից մյուսին փոխանցվում են անհրաժեշտ տվյալներ:

Ընդ որում, հարկ է նշել, որ վերոգրյալ ծրագրերն ավտոմատացված են և գրեթե զուրկ մարդկային ազդեցության գործոններից։
