«Ժողովուրդ» թերթը գրում է. «ՀՀ տարածքային կառավարման եւ ենթակառուցվածքների նախարարությունն առաջարկում է փոփոխություններ կատարել Վարչական իրավա­խախտումների վերաբերյալ օրենսգրքում: Օրինակ՝ առաջարկվում է Վարչական իրավախախտումների վերաբերյալ ՀՀ 1985 թվականի դեկտեմ­բերի 6-ի օրենսգրքի 158-րդ հոդվածի 36-37-րդ մասերը շարադրել նոր խմբագրությամբ:

Այսպես, տնտեսավարող սուբյեկտի ղեկավարի կամ նրան փո­խարինող պաշտոնատար անձի կողմից հսկողության իրականացման աշխատանքների ընթացքին խոչընդոտելը կամ տեսուչների օրինական պահանջ­ներն ու ցուցումները չկատարելն առաջացնում է տուգանքի նշանակում 500 հազար դրամից մինչեւ 1 մլն դրամի չափով:

Իսկ, ահա, առեւտրի օբյեկտ­ներում գնորդին վաճառված պատշաճ որակի ոչ պարենային ապրանքներն օրենքով սահմանված ժամկետում եւ օրենքով սահմանված դեպքերում չփոխարինելը եւ հետ չվերցնելը կամ հետ վերցնելուց եւ փոխարինելուց հրաժարվելու մասին հայտարարություն փակցնելը կառաջացնի տուգանքի նշա­նակում՞ 50 հազար դրամից մինչեւ 100 հազար դրամի չափով:

Իսկ մինչ այս նկատենք, որ ոչ պարենային ապրանքների խանութներ կան, որտեղ ոչ մի­այն հետ չեն ընդունում ապրանքը, այլեւ մինչեւ գնելը սպառողին զգուշացնում են, որ իրենց «ներքին կանոններով» չեն կարող հետ ընդունել ապրան­քը, ծայրահեղ դեպքում առաջարկում են փոխանակել նույն գինն ունեցող մեկ այլ ապրանքով:
Հուսանք՝ տնտեսվարողները օրենքի այս փոփոխությու­նից կզգոնանան եւ, ի վերջո, կսկեն հարգել ու հաշվի նստել սպառողի իրավունքների հետ»:
