ՀՀ պետական եկամուտների կոմիտեի նախագահ Էդվարդ Հովհաննիսյանը վստահեցնում է, որ պատերազմի առաջին օրերից Հայաստան ուղարկված ապրանքների մաքսային ձևակերպումների  հետ կապված խնդիրներ չեն եղել, խնդիր է եղել, օրինակ, կապված նրա հետ, որ ապրանք ներկրողը համապատասխան փաստաթղթեր չի ներկայացրել: Հովհաննիսյանն այս մասին ասաց ԱԺ-ում լրագրողների հետ զրույցում:

Անդրադառնալով լուրերին, թե պատերազմի ընթացքում Ֆրանսիայից եկած հումանիտար օգնությունն իր նպատակին չի հասել, քանի որ մաքսազերծման հետ կապված խնդիրներ են առաջացել՝ Հովհաննիսյանն ասաց. «Խնդիրները մաքսային ձևակերպումների հետ չեն կապված: Պատերազմի առաջին օրերից Հայաստան ուղարկված ապրանքների մաքսային ձևակերպումների  հետ կապված խնդիրներ չեն եղել, դրանք խնդիրներ են, որոնք կապված չեն մաքսային ձևակերպումների հետ: Մասնավորապես հիշատակված դեպքի առնչությամբ ասեմ, որ ապրանքը ներմուծվել է հասարակական կազմակերպության անունից: Ըստ ՀՀ օրենսդրության և մաքսային ընթացակարգերը կարգավորող ԵԱՏՄ օրենսդրության՝ ապրանքի մաքսազերծման նպատակով հայտարարատուն, այսինքն՝ ապրանք ներկրողն է պարտավոր որոշակի փաստաթղթեր ներկայացնել, որպեսզի ձևակերպումների գործընթացը սկսվի: Իսկ տվյալ դեպքում հայտարարատուն այդպիսի փաստաթղթեր չէր ներկայացրել»,-ասաց Հովհաննիսյանը:

Անդրադառնալով ՀՀ երրորդ նախագահ Սերժ Սարգսյանի ավելի վաղ արած հայտարարությանը, թե պատերազմի օրերին կառավարությունը զրահաբաճկոններ է գնել բարձր գնով՝ 600 դոլարով, Հովհաննիսյանն ասաց. «Առհասարակ զրահաբաճկոնները և ռազմական նշանակության ապրանքները ներկրվում և ձևակերպումներ են ստանում համապատասխան ընթացակարգով, որը ենթադրում է գաղտնիություն»: ՊԵԿ նախագահն այս հարցին հանրային մակարդակով չի կարող անդրադառնալ:

Անդրադառնալով ներմուծման գործընթացում հնարավոր կոռուպցիոն ռիսկերի վերաբերյալ հարցին՝ Հովհաննիսյանը վստահեցրեց, որ ներմուծման գործընթացում իրենք կոռուպցիոն ռիսկեր չեն տեսել: «Քննություն կամ որևէ գործընթաց սկսելու հիմքեր չենք արձանագրել»,-ասաց ՊԵԿ նախագահը:

Անդրադառնալով տարածաշրջանում բոլոր տնտեսական և տրանսպորտային կապերի ապաշրջափակման հնարավորությանը՝ ՊԵԿ նախագահն ասաց, որ ապաշրջափակման վերաբերյալ մոտեցումները, նմանատիպ հարցերը քննարկման ընթացքում են, դեռևս չկա վերջնական պատկեր: ՊԵԿ-ն իր մասով նույնպես մասնակից է այդ քննարկումներին:
