«168 ժամ»․ Գլխավոր շտաբի հայտարարությունից հետո Նիկոլ Փաշինյանը հայտնվել է ցուգցվանգային իրավիճակում

«168 ժամ» թերթը գրում է. «Զինված ուժերի գլխավոր շտաբի եւ բանակի հրամկազմի՝ նախօրեին արված հայտարարությունը Հայաստանում ստեղծել է բոլորովին նոր քաղաքական իրավիճակ։

Նիկոլ Փաշինյանն առնվազն մասամբ կորցրել է իշխանությունը, նա այլեւս չի տիրապետում պետության ամենաազդեցիկ ուժային կառույցին՝ բանակին։ Ընդ որում, ամենաազդեցիկը լինելով՝ բանակն իրականում նաեւ ամենալեգիտիմ կառույցն է՝ ինչպես հասարակության ունեցած անվերապահ վերաբերմունքի առումով, այնպես էլ՝ այն իմաստով, որ հանրությունն ամենաշատը կապված է հենց բանակի հետ․ հազարավոր ընտանիքների երեխաներ ծառայություն են անցկացնում բանակում։

Այս իմաստով Նիկոլ Փաշինյանի ու նրա թիմակիցների հղումներն «իշխանության լեգիտիմությանը», մեղմ ասած, հիմնավոր չեն, քանի որ, եթե Նիկոլ Փաշինյանն իրեն համարում է «լեգիտիմ իշխանություն», ապա իր հրաժարականը պահանջում է պետական կառավարման ու անվտանգային համակարգի ամենալեգիտիմ կառույցը՝ բանակը։

Ժամանակը, մեղմ ասած, չի աշխատում Նիկոլ Փաշինյանի օգտին, իսկ իրականում՝ աշխատում է նրա դեմ։ Նիկոլ Փաշինյանը չի կարող կտրուկ քայլերի դիմել բանակի դեմ, քանի որ այդպիսով բանակի ղեկավարությանն ու նաեւ միջին օղակներին էլ ավելի կհամախմբի իր դեմ։ Մյուս կողմից՝ նա չի կարող նաեւ ինչ-որ քայլերի չդիմել, քանի որ դրանով ցույց կտա, որ այլեւս չի տիրապետում իրավիճակին։ Այս պայմաններում Նիկոլ Փաշինյանի ընտրությունը մեծ չէ․ լավագույն դեպքում նա կարող է հայտարարել արտահերթ ընտրությունների անցկացման մասին, սակայն խիստ կասկածելի է, թե ինչպես դա կընդունվի հրապարակի ու նաեւ խորհրդարանի քաղաքական ուժերի կողմից։

Ստեղծված խորը ճգնաժամը հաղթահարելու այլ քաղաքական գործիք Նիկոլ Փաշինյանը չունի․ բռնաճնշումներն է՛լ ավելի կարագացնեն նրա իշխանության կործանումը։ Լայն իմաստով՝ Գլխավոր շտաբի հայտարարությունից հետո Նիկոլ Փաշինյանը հայտնվել է ցուգցվանգային իրավիճակում, երբ ցանկացած քայլ աշխատելու է իր ու իր իշխանության դեմ։

Դա նման է այն իրավիճակին, որում հայտնվել էր Երրորդ նախագահ Սերժ Սարգսյանը՝ 2018 թվականին, եւ որի մասին խոսեց հենց ինքը՝ վերջին հարցազրույցում՝ ասելով, որ հայտնվել էր ցուգցվանգի առաջ՝ կա՛մ պետք է ուժ կիրառելու հրաման արձակեր, կա՛մ պետք է որոշում կայացներ՝ անցնցում հեռանալու մասին։ Սերժ Սարգսյանն ընտրեց երկրորդ՝ անցնցում հեռանալու տարբերակը, ինչի արդյունքում Նիկոլ Փաշինյանը եկավ իշխանության։ Եվ հիմա ամենագլխավոր հարցն այն է՝ արդյոք Նիկոլ Փաշինյանն ինքը՝ այս ցուգցվանգային իրավիճակում, կամք ու վճռականություն կցուցաբերի՞՝ անցնցում հեռանալու որոշում կայացնելով, թե՞ կարձակի հասարակությանը կրակելու հրաման։

Նիկոլ Փաշինյանի անձնական վերաբերմունքն այդ հարցին հայտնի չէ, սակայն իշխանության ամենանշանային ու, միեւնույն ժամանակ, ամենաբեղավոր ներկայացուցիչներից Անդրանիկ Քոչարյանն արդեն իսկ հայտարարել է, որ իշխանությունը կարող է կրակել»:
