2021թ. փետրվարի 25-ին Հանրապետության նախագահին է ներկայացվել ՀՀ զինված ուժերի գլխավոր շտաբի պետ, գեներալ-գնդապետ Օնիկ Գասպարյանին պաշտոնից ազատելու վերաբերյալ առաջարկությունը՝ համապատասխան հրամանագրի նախագծով:

Առաջարկության կապակցությամբ Հանրապետության նախագահը խորհրդատվություններ և հանդիպումներ է ունեցել իշխանության ներկայացուցիչների, խորհրդարանական և արտախորհրդարանական ուժերի, զինված ուժերի բարձրագույն հրամանատարական կազմի հետ:

Հրամանագրի նախագիծը ուսումնասիրվել է Հանրապետության նախագահի աշխատակազմում, ամենայն մանրամասնությամբ քննարկվել է առաջատար իրավաբանների և անկախ փորձագետների հետ:

Իրավաբանների և փորձագետների տեսակետներն ամփոփելով՝ կարելի է եզրակացնել, որ հրամանագրի նախագիծը առերևույթ հակասում է Սահմանադրությանը:

Մեկ անգամ ևս շեշտում ենք, որ Հանրապետության նախագահը չի պաշտպանում որևէ քաղաքական ուժի և որոշումները կայացնում է՝ առաջնորդվելով բացառապես համապետական և համազգային շահերով:

Անվիճելի է, որ զինված ուժերը քաղաքական հարցերում պետք է պահպանեն չեզոքություն:

Ակնհայտ է նաև, որ պատերազմով պայմանավորված՝ զինված ուժերի անձնակազմն այսօր ավելի քան երբևէ բոլորիս աջակցության և ուշադրության կարիքն ունի: Բանակի և անձնակազմի խնդիրների լուծումն առաջնային է և չի կարող որևէ պարագայում անտեսվել:

Ստեղծված իրավիճակն աննախադեպ է, պահանջում է համակարգային և համապարփակ լուծումներ և չի կարող կարգավորվել կադրային հաճախակի փոփոխությունների միջոցով՝ առանց հաշվի առնելու երկրում առկա վիճակը:

Հիշեցնում ենք, որ հրամանագրի նախագիծը Հանրապետության նախագահին է ներկայացվել զինված ուժերի գլխավոր շտաբի պետի և գլխավոր շտաբի ավելի քան չորս տասնյակ բարձրաստիճան զինվորական պաշտոնյաների հայտարարությունից հետո, ռազմական դրության իրավիճակում, քաղաքական ճգնաժամի և անվտանգային լուրջ մարտահրավերների առկայության պայմաններում:

Հանրապետության նախագահը, իր սահմանադրական լիազորությունների շրջանակում, առարկություններով վերադարձրել է հրամանագրի նախագիծը:

Հանրապետության նախագահը հետապնդում է մեկ նպատակ՝ երկիրը զերծ պահել սահմանադրական կարգին ու անվտանգությանը սպառնացող վտանգներից, ապահովել երկրի կայունությունը և զինված ուժերի բնականոն գործունեությունը:
