«168 ժամ» թերթը գրում է. «Հունիսի 20-ին կայանալիք հնարավոր ընտրություններին ընդառաջ՝ ակտիվացել է Ընտրական օրենսգրքի պահպանման կամ փոփոխության հարցը, որն արհեստականորեն ուռճացվում է այն աստիճանի, որ որոշ ուժեր անգամ դրանով են պայմանավորում իրենց մասնակցությունը։

Երեկ էլ Նիկոլ Փաշինյանը հայտարարեց, որ որոշում են կայացրել փոխել Ընտրական օրենսգիրքը եւ ընտրությունները կանցկացվեն ամբողջական համամասնական կարգով։

Ընտրական օրենսգիրքը, իհարկե, կարեւոր է ընտրությունների բովանդակության ու որակի առումով։ Սակայն Ընտրական օրենսգիրքն այդպիսի նշանակություն կարող է ունենալ սովորական պայմաններում, ստանդարտ ընտրական գործընթացում։ Հիմա Հայաստանում սովորական պայմաններ չեն եւ խորհրդարանական ընտրությունների արդյունքում չի որոշվելու այս կամ այն քաղաքական ուժի ներկայացվածության համամասնությունն ԱԺ-ում։

Այս ընտրությունները, եթե, իհարկե, դրանք տեղի ունենան, լինելու են Նիկոլ Փաշինյանի մնալու կամ հեռանալու մասին։ Այդ իմաստով հունիսի 20-ին տեղի ունենալիք միջոցառումը ոչ այնքան ընտրություն է, որքան հանրաքվե՝ Նիկոլ Փաշինյանի քաղաքական եւ ոչ միայն քաղաքական ճակատագրի վերաբերյալ։

Իսկ դա նշանակում է, որ ընտրությունների հիմնական բովանդակությունը լինելու են ոչ թե այս կամ այն քաղաքական ուժի ներկայացրած ծրագիրը կամ խոստումները, այլ Նիկոլ Փաշինյանի իշխանությունը պահպանելու կամ նրան իշխանությունից հեռացնելու հարցը։ Հենց այդ առանցքի շուրջ էլ բյուրեղանալու են ընտրություններին մասնակցող քաղաքական ուժերի դիրքորոշումները։

Լինելու են, իհարկե, բազմաթիվ եւ բառի ուղիղ ու փոխաբերական իմաստներով բազմագույն կուսակցություններ կամ դաշինքներ, որոնք շրջանցելու են Նիկոլ Փաշինյանին, ճամարտակելու են պայծառ կամ լուսավոր ապագայի մասին՝ իրենց գույների հանգույն, դրանով զբաղվելու են Նիկոլ Փաշինյանի հետ ստվերային պայմանավորվածություններ ունեցողները։ Բայց անկախ այդ ճամարտակություններից՝ ընտրությունը գլոբալ իմաստով վերաբերելու է Նիկոլ Փաշինյանի մնալուն կամ գնալուն։

Իսկ դա նշանակում է, որ երկրորդական նշանակություն ունի, թե ինչպիսի ընտրակարգով է անցկացվելու ընտրությունը, քանի որ ցուցակներում գրված անուններից կամ դրանց ընտրության կանոնից գրեթե ոչինչ կախված չի լինելու։ Որեւէ նշանակություն չունի՝ Նիկոլ Փաշինյանի անունը գրված է լինելու ռեյտինգայի՞ն, թե՞ համամասնական ցուցակի առաջին հորիզոնականում։

Այդ ցուցակի հաղթանակի համար նա անելու է ամեն ինչ՝ պարզագույն ընտրակեղծիքներից՝ մինչեւ ազդեցության բոլոր հնարավոր միջոցները, ընդհուպ՝ մինչեւ բռնությունների հրահրում, անելու է՝ անկախ նրանից, թե ինչպիսին կլինի ցուցակի կազմավորման կարգը։ Ցուցակում ընդգրկված անուններն էլ ոչ թե որոշելու են հայկական պառլամենտարիզմի ճակատագիրը, այլ ընդամենը ծառայելու են որպես դեկոր՝ Նիկոլ Փաշինյանի իշխանությունը պահպանելու համար։

Հետեւաբար՝ Ընտրական օրենսգրքի հարցը, մեծ հաշվով, տեխնիկական է, որը քաղաքական օրակարգի բովանդակություն դարձնելով՝ դրա շուրջ աղմկող ուժերն ընդամենը շեղում են ուշադրությունն առանցքային եւ ամենակարեւոր խնդրից՝ Նիկոլ Փաշինյանի՝ իշխանությունը պահպանելու ռիսկից, որը նույնական է պարտության, կապիտուլյացիայի, հայրենազրկման հետ։

Ընտրությունները, ահա, պատասխանելու են այդ գլխավոր հարցին՝ տեղ ունենալո՞ւ են այդ ամոթալի երեւույթները հայկական իրականության մեջ, թե՞ Հայաստանը զարգացման գոնե տեսական հնարավորություն է ստանալու։ Քաղաքական պայքարը, այդպիսով, ընթանալու է Նիկոլ Փաշինյանին հաստատելու կամ մերժելու տրամաբանությամբ, որից դուրս գործող բոլոր ուժերն իրականում ծառայելու են նրա իսկ իշխանության պահպանմանը»:
